由於各國央行開始採取新一輪寬鬆行動來迎擊自身成長放緩的問題,全球貨幣戰爭再度升溫。
一些分析師表示,歐洲央行(ECB)上周做出降息決定部分意在抑制歐元升勢,因該貨幣飆升至2011年來最強水位。捷克決策人士同日亦說,正在匯市進行11年來首見的干預舉措來阻升克朗(koruna)。紐西蘭也稱可能延後升息來降溫紐元,而澳洲亦警告澳元處於「令人不安的高點」。
美國加州Merk Investments LLC負責人Axel Merk在上周五(8日)時接受電話訪問時表示:「這些國家令他們的貨幣走弱是個很值得實際關注的事情。」
Merk亦說,ECB總裁 Mario Draghi「自2013年初就已一直嘗試貶低歐元」。
由於國際貨幣基金組織(IMF)將全球經濟展望調降,加上通膨率走緩至恐阻礙投資的水位,各國跟各家央行正透過貨幣走弱方式來回到容易提升競爭力的政策之上。
這些舉措亦為引發新一輪「貨幣戰爭」帶來威脅。
紐約梅隆銀行(Bank of New York Mellon)(BK-US)駐倫敦外匯策略師Neil Mellor上周五接受電話訪問也說:「我們正見到1個貨幣戰爭的新時代。」
上周四(7日)時,ECB將其基準利率調降1碼至空前新低的0.25%水準。在接受《彭博社》(Bloomberg)調查的70位經濟學家中,僅有3位預期ECB會做出降息行動。
Draghi說,降息是為了削減長時間低通膨率環境的風險,而在決定裡,歐元的強勢並不起任何作用。
歐元區消費者通膨率在過去9個月以來依舊維持在ECB的2%上限之下。
ECB宣布降息當日,歐元兌美元匯率貶深達1.6%,創下近2年以來最大貶幅紀錄。
根據彭博貨幣相關加權指數(Bloomberg Correlation-Weighted Currency Indexes)數據顯示,歐元今(2013)年兌9種一籃子已開發市場貨幣升幅在上(10)月29日時最多來至7.2%,但在ECB宣布降息後減少至5.8%。
德意志銀行(Deutsche Bank AG)(DBK-DE)駐紐約10國集團 外匯部門全球主管Alan Ruskin在上周五接受電訪時亦表示:「全球有些國家的經濟普遍相當疲弱,通膨率亦已在低水位。
Ruskin接著指出,「日本處於該複雜情形已經20多年。沒人想淪落到那種地步」且「Draghi的談話顯示他們相當嚴肅看待通貨緊縮。捷克亦處於相同情形」。
捷克央行(Czech National Bank)在上周四時令克朗兌歐元匯率走貶4.4%,為歐元自1999年創立以來最大貶幅紀錄。為了提振成長,捷克央行行長Miroslav Singer誓言盡可能長久維持賣出克朗舉措。
祕魯的央行上周一(4日)亦意外地做出4年來首見的借貸成本削減行動,因出口成長趨緩危及該國仰賴大宗商品的經濟體質。該央行將隔夜利率降息1碼至4%,出乎接受《彭博社》調查的15位經濟學家預期。
IMF上月將其對今年與明(2014)年的全球經濟成長預測值分別自7月的3.1%及3.8%砍降至2.9%與3.6%。它也預估已開發經濟體的通膨率仍然不到大多數央行偏好的2%水準。
世界貿易組織(WTO)新任總幹事在9月5-6日舉行的20國集團(G20)會議後亦說,今年全球貿易成長率可能走緩至2.5%,低於4月預估的3.3%。
即便如此,參加G20會議的各國均贊成不競相貶值,並不把匯率來當成競爭用途的目標。
加拿大皇家銀行(Royal Bank of Canada)(RY-CA)駐倫敦10國集團貨幣策略部門主管Adam Cole在上周五時接受電話訪問時表示:「央行設定令貨幣走弱政策的想法總是被誇大。在多數情況下,他們樂於見到貨幣走貶,但他們不會以自身以外方式來誘使貨幣走弱。」
在ECB正進行寬鬆的同時,美國聯準會(Fed)表示將持續印製足夠鈔票來每月購買850億美元債券,因該國經濟仍太疲弱以致於難以自立。
紐西蘭央行(RBNZ)行長Graeme Wheeler已引用通膨緩慢的風險以及紐元升勢的理由來解釋為何今年不把官方現金利率自空前新低的2.5%調升。
彭博貨幣相關加權指數數據顯示,紐元在過去4個月內升值幅度達4.2%。
根據經濟合作暨發展組織(OECD)的購買力平價指數,澳元兌美元匯率被高估27%。
南韓財政部上月亦說,可能採取行動來對抗貨幣內的「羊群效應」。
紐約梅隆銀行的Mellor表示:「民眾並不像他們曾經經歷過弱勢美元結束般的那樣滿足,他們的貨幣因此升值。南韓、澳洲及紐西蘭的態度也已轉變。」
