| 手機詐騙頻傳 小額付費擬改為雙向認證

記者王鼎鈞／綜合報導
智慧型手機APP軟體詐騙事件頻傳，國家通訊傳播委員會（NCC）正邀集警方及電信業者修訂相關規範，未來手機小額付費擬增加一道用戶回傳認證機制，才能從電信帳單扣款。
近來有許多民眾點閱應用軟體LINE傳來的不明網址連結，遭惡意程式侵入抓取、或被騙取個資，造成損失。
立委要求檢討小額付款機制，例如規定申請者要設定次數上限；NCC石世豪也表示，要強化安全機制。
據了解，初步決定改採「雙向認證」，如電信業者仍沿用現行機制，必須對手機用戶被詐騙的財務損失扛責。
另外，警方建議電信業者將用戶的小額付費原始設定改為「關閉」，有需求再辦理開通。至於是否調降上限，仍待進一步討論。

工業電腦新兵其陽(3564-TW)將在明日掛牌上櫃，今(2)日搶在掛牌前公布11月營收，達1.04億元，突破億元關卡，創下今年新高，其陽看好12月動能將延續下去，整體第 4 季營收估可望是今年最高一季。其陽將在明日掛牌上櫃，掛牌定價42元。
其陽第 4 季營收動能持穩，整體下半年營收估可較上半年成長，第 4 季營運預期是全年最高一季，訂單動能將集中在11月與12月，11月順利衝破億元關卡，顯現客戶訂單開始出貨，整體第 4 季營收可望與去年持平。其陽今年前 3 季營收為6.8億元，每股稅後獲利為3.09元，創歷史新高。
其陽專攻網路安全伺服器，三大產品線包含網路安全、流量管理平台、博弈娛樂平台產品與嵌入式產品，其中網路安全產品占大宗，營收比重高達75%，博弈機與遊戲機板卡占 1 成，嵌入式約15%。
其陽2009年將重心放在高階網通市場上，去年取得美國重要客戶高階平台專案並量產後，今年又推出新款網路管理應用平台，可同時裝載 4 個英特爾伺服器CPU，下半年已陸續通過韓國與中國客戶認證，並小量試產中，將是明年成長動能。

【蔡永彬／台北報導】教育部及公共電視自2004年起製播讓孩子們秀才藝的節目《台灣囝仔、讚！》，新的節目將於每周六上午10時播出。教育部國民及學前教育署署長吳清山表示，9年來約有350所國小參與本節目，此外，教育部調查小學生「最喜歡的藝術與人文活動」，在有效的8392票中，現代的流行舞蹈獲1255票最多，現代音樂演奏1145票居次，民俗技藝894票第3。

| 運動彩券銷售不佳 恐影響運動發展基金收入

【蔡永彬／台北報導】立法院教育及文化委員會今日審查教育預算。立法委員林佳龍指出，第1屆（2008年5月2日至今年12月31日）運動彩券銷售狀況不佳，也讓明年起第2屆運彩的「保證盈餘」縮減，運動發展基金收入減少。林佳龍說，今年期末基金餘額約105億多元，明年期末只剩97億多元。
教育部部長蔣偉寧回應，運發基金減少，但不會破產，經營者應該會找到方法，長遠看來起碼做到損益兩平。
另外，林佳龍還提到教育部學產基金的土地遭人侵占情況嚴重；今年估計被占用土地約151.48公頃，占全部17.92％，公告現值新台幣45億餘萬元。林佳龍指出，審計部、監察院都曾批評學產基金的土地遭人不法占用，但教育部卻始終沒有重大作為，建議教育部應加強督導，蔣偉寧則承諾5年內清查完畢。
