由大陸中央人民廣播電台經濟之聲、央廣網主辦的《大國大時代——中國經濟十月談》系列時事報告會第十場——《博弈談：中央和地方，事誰幹？錢誰出？》。著名經濟學家、北京大學常務副校長劉偉做主旨演講。

根據中國廣播網報導，劉偉介紹，1994年推行的分稅制改革使國家財政收入占GDP的比重從1996年的9.71%上升到了2000年的18%以上，幾乎提高了一倍。但由此帶來的一個問題就是中央和地方的關係問題——在大陸無論是計劃經濟體制，還是改革開放以來，這都是一個獨具特色的，甚至成為一個利益博奕的主線。

標題[請益] 老筆電自動無畫面

這是一台老筆電了 平常拿來掛BOX里程數 但是他之前有類似風扇OR硬碟轉動很大的聲音 感覺要起飛(但是可以一直保持掛網) 現在是開機沒聲音 正常進XP 進了開始掛里程數 大概掛一下子 就真的掛了 完全沒螢幕畫面 但是電源燈還亮著 試了好幾次都一樣 想上來請教板友這有可能是甚麼問題? 感謝! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 219.68.208.118

【曾佳俊／新北報導】新北市今年臨時性作業死亡人數，佔職災死亡人數的3成以上，市府勞動檢查處今天公布轄內路邊臨時性作業專案檢查初查報告，針對轄內24處臨時從事高空或地下作業的工程，結果發現有23處(共22家事業單位)違規，違規率達9成5，涵蓋廣告公司、工程行與營造公司，違規項次達81項，已依法通知限期改善外，未來複查未過，將依勞工安全衛生法開罰3到15萬元。

勞檢處指出，臨時性工程種類包括屋頂修繕、廣告看板吊掛安裝、下水道、人孔內的線路敷設作業，現場缺失以雇主未做好人員防墜設施最為嚴重，有29項，占35.8%；其次為事業單位未設防止被撞危害設施及機械設備未符合安全標準，有個人工程行於新莊施作第四台拉線工程時，被稽查到11項違規最多。

市調機構指出，NAND Flash市場需求持續不如預期，導致10月下旬合約價走跌，展望第4季雖然是歐美傳統銷售旺季，但市場卻持保守觀望的態度，預期需求持續下滑，NAND Flash合約價也將持續走跌。

根據市場研究機構TrendForce集邦科技旗下記憶體儲存事業處DRAMeXchange調查顯示，在市場需求持續走弱下，10月下旬合約價較10月上旬下跌2-8%。從供給面來看，SK海力士中國無錫廠火災事件後，三星與SK海力士皆決定要把部分的NAND Flash產能轉移去生產DRAM，以填補火災事件造成的DRAM產能缺口。

根據TrendForce調查，SK海力士會轉移4萬片的NAND Flash月產能，而三星轉移自身5%的NAND Flash產能，雖然上述兩者的產能移轉會造成第4季NAND Flash市場供給量減少，但是市場需求量也持續不斷地在下滑，包括記憶卡、隨身碟，以及系統OEM市場的eMMC與SSD銷售，皆受到價格戰以及手機、PC銷售不如預期的影響，呈現旺季不旺的情況，因此多數NAND Flash原廠終於願意在價格上有所讓步，以刺激模組客戶的採購意願，減輕自身的產能壓力。

展望後市，雖然現階段已經接近歐美傳統銷售旺季，但是相對應的備貨動能卻遲遲未能出現。換句話說，不論是通路端還是系統端客戶，對於即將到來的傳統銷售旺季，是採取較為保守觀望的態度。因此，在市場都還沒有出現任何好轉的跡象前，預期需求將持續下滑，連帶使得NAND Flash合約價持續走跌。
