大陸中央總書記、國家主席、中央軍委主席習近平在湖南考察時強調，堅定信心，扎實工作，堅持穩中求進的工作總基調，堅持穩增長、調結構、促改革、保民生，加快轉變經濟發展方式，加快實施創新驅動發展戰略，充分利用有利條件，努力克服不利因素，推動經濟繼續保持良好發展勢頭，實現全年經濟社會發展預期目標。

根據新華社報導，習近平在考察中指出，加快轉變經濟發展方式，重點在於優化產業結構、消化過剩產能，最終要落實到一家家企業上。新一輪科技革命和產業革命正在孕育興起，企業要抓住機遇，不斷推進科技創新、管理創新、產品創新、市場創新、品牌創新。

他說，大陸經濟發展要突破瓶頸、解決深層次矛盾和問題，根本出路在於創新，關鍵是要靠科技力量。要充分發揮高校人才薈萃、學科齊全、思想活躍、基礎雄厚的優勢，面向經濟建設主戰場，面向民生建設大領域，加強科學研究工作，加大科技創新力度，努力形成更多更先進的創新成果。

習近平強調，我們這麼大個國家、這麼多人口，仍然要牢牢堅持以經濟建設為中心。同時，要全面認識持續健康發展和生產總值增長的關係，防止把發展簡單化為增加生產總值，一味以生產總值排名比高低、論英雄。轉方式、調結構是我們發展歷程必須邁過的坎，要轉要調就要把速度控制在合理範圍內，否則資源、資金、市場等各種關係都繃得很緊，就轉不過來、調不過來。各級都要追求實實在在、沒有水分的生產總值，追求有效益、有質量、可持續的經濟發展。
