【大紀元2013年11月05日訊】11月5日，廣東省確診一例人感染H7N9禽流感病例，患者為一名3歲5個月大的幼童。7名密切接觸者中，目前有3人出現流感樣症狀。

據大陸媒體報導，11月5日，廣東省衛生和計劃生育委員會通報，廣東省確診一例人感染H7N9禽流感病例。患者為男性，3歲5個月，四川遂寧人，現住東莞市常平鎮袁山貝村。

4日下午，東莞市疾病預防控制中心在對常平醫院常規流感樣病例監測中檢出了1份H7亞型禽流感病毒核酸陽性標本，11月5日凌晨經廣東省疾病預防控制中心實驗室覆核陽性，結合該病例臨床症狀、流行病學史和實驗室檢測結果判斷為人感染H7N9禽流感確診病例。

目前，患兒無發熱，症狀較輕，在東莞市醫院隔離治療。

東莞市疾病預防控制中心已對7名密切接觸者實施醫學觀察，目前有3人出現流感樣症狀。

今年8月9日，廣東省衛生廳通報，廣東省發現一例人感染H7N9禽流感疑似病例。

今年10月15日，10月23日，浙江省衛生廳分別通報兩例人感染H7N9禽流感病例。

江蘇發現首例H7N9人傳人病例

今年3月，江蘇無錫發現首例H7N9人傳人病例 。女兒在照顧感染H7N9病毒的父親時受到感染，患父女兩人均死於多個器官衰竭。檢測結果顯示，父女攜帶的病毒基因幾乎完全吻合。這是目前為止，H7N9人際傳播的最明確證據。

研究還發現有血緣關係的近親因基因相近，互相傳染病毒機會較大，但暫未掌握病毒的確實傳播途徑。

專家稱H7N9可能秋冬重來

中國大陸專家7月19日在美國「科學」雜誌網發表文章稱，從對H7N9禽流感病毒的全面研究中發現，病毒有可能經由飛沫「高效傳播」，存在較大人間大流行的風險。

中國疾控中心病毒所副所長兼國家流感中心主任舒躍龍，2013年7月初對媒體表示，H7N9禽流感病毒不會自動消失，一定會在今年秋冬季節捲土重來。

今年8月，美國之音報導，香港大學醫學院和國際專家研究發現，中國大陸華東活禽市場出現跟H7N9病毒高度相似的變種H7N7禽流感病毒。專家指，新病毒有人傳人的可能性，不排除今後出現更大規模爆發。

我長大成人後第一次來到華盛頓是在1993年，為柯林頓總統的財政部做事。當時，美國迫切需要讓聯邦預算再平衡，以抑制如爆炸般升高的債務/GDP比率、修補美國所費甚鉅而效率低下的醫療體系，以及通過逐漸提高「碳排放稅」去應對全球暖化。

除了這三個緊迫的問題，還有長期政策挑戰：更新美國退休制度，以應對人口老齡化和給付固定型退休金減少的問題、改善教育體系，讓更多人能夠承擔追求更高層次教育帶來的風險，以及扭轉美國作為中產階級社會的頹勢。

所有這些目標（大概最後一個是例外）都是跨越黨派的問題。長期赤字、醫療融資和全球暖化，以及同樣緊迫的捍衛退休金和增進教育機會，這些都應該是可以輕易取得跨黨派進展和協議的領域。但不論是共和黨公務員還是共和黨政策知識分子，都完全不與柯林頓政府合作。

參議員多梅尼西（Pete Domenici）辛普森（Alan Simpson）大談長期赤字如何如何，但他們從沒有見過共和黨預算減少計劃和赤字削減動議。在雷根總統和老布西總統執政期間大談稅務負擔過重，以及平衡預算重要性的經濟學家，在1993年1月柯林頓入主白宮後就收了聲，而在2001年後小布西政府大肆敗壞柯林頓政府的成果時，他們仍舊保持沉默。

但在1993年有一個例外，一位資深共和黨公務員兼政策知識分子，沒有忘記他早些年的政策承諾，那就是時任的美國聯準會主席艾倫·葛林斯潘。

在葛林斯潘看來，充實美國聯邦政府的長期融資基礎，是一個重要的跨黨派目標，在1993到1994年期間，他願意拿貨幣政策冒險，去博取實現這一目標的機會。
