中國人民幣的國際化步伐在加快

中國官方媒體撰文報道了人民幣國際化步伐不斷加快的大趨勢，稱跨境人民幣貿易結算業務幾乎覆蓋全球。

《人民日報》在報道中引述官方渠道數據稱，截至2013年9月，人民幣在中國大陸範圍內累計跨境貿易結算業務達到8.6萬億元（約合1.4萬億美元），與中國大陸實際開展人民幣雙向流入的國家和地區達到220個，業務範圍覆蓋全球98%的國家和地區。

據報道介紹，自2009年7月中國試點「跨境貿易人民幣結算業務」以來，跨境貿易人民幣結算在周邊國家和地區廣受歡迎。 其中今年頭三個季度的結算額就達到3.16萬億元，顯示人民幣已成為全球貿易主要結算貨幣之一。

報道指出，中國和海外很多貿易企業認為，人民幣結算有利於企業降低匯率風險，改善貿易投資條件，有利於中國金融開放與發展。

人民幣國際化

除貿易範疇外，國際金融市場2013年也見證了人民幣國際化步伐的加快。

10月，中國人民銀行先是與歐洲央行簽署3500億元人民幣的雙邊本幣互換協議；使得與中國已簽署雙邊本幣互換協議的國家及地區增加到23個，規模約達2.57萬億元。

此外，中國還表示將授予英國倫敦800億元、新加坡500億元的人民幣合格境外投資機構投資者額度，讓倫敦及新加坡的投資者可用人民幣投資中國債券、股票及貨幣市場。

分析人士指出，上述「大動作」顯示，人民幣囯際化在結算、投資及儲備三大必經之路上均在大步加速。

人民幣在資本項目下目前尚不能自由兌換。 香港、台灣和新加坡是投資貨幣這一項的先行者，累積額度分別為2700億、1000億和500億元人民幣。

離岸中心競爭

英國《金融時報》此前曾報道說，倫敦、盧森堡、巴黎、法蘭克福和蘇黎世等歐洲金融城市都競爭成為人民幣的歐洲交易中心。

而面對眾多的「追求者」，中國政府操縱人民幣也很有手腕，讓每一個追求者都感覺自己「有信心但沒把握」。

報道也指出，作為世界上第一大的金融中心，美國紐約到目前尚未表示願意成為離岸人民幣交易中心。

中國社科院經濟學家張明表示，這可能是因為美國擔憂人民幣與美元之間的貨幣競爭。

但張明同時指出，隨著人民幣在其他金融中心的發展，美國遲早也會加入人民幣交易市場。

【蘇聖怡／台北報導】油品安全讓社會大眾對於GMP認證制度產生疑慮，國民黨立院黨團副書記長江惠貞上午舉行記者會，呼籲政府嚴懲黑心企業，重建消費者信心並共同承擔責任。

與會的經濟部工業局民生化工組科長陳昭蓉表示，為加強認證制度，未來將採「全廠全產品」認證，除送樣產品送檢外，也會不定期抽查工廠、市場產品，並透過第三方機構檢驗稽核。

爆發問題油品的味全董事長魏應充兼任GMP協會理事長，媒體詢問是否應撤換？陳昭蓉表示，協會有相關章程，尊重協會決定，相信社會大眾的聲音協會都已聽到，也已請協會慎重考量。

至於「食品良好衛生規範」認證（GHP）是否納入修法？衛福部食管署副署長吳秀英說，可以討論。
