十一長假剛過，就有不少國內媒體報導，西安工業大學北方資訊工程學院的數千名學生被送到富士康煙台工廠實習，且校方稱，不參加實習者將不發學位證。目前的最新進展情況是，該校已被陜西省教育廳責令整改，學生停止實習並返校。

筆者在收看中央電視臺對該事件的後續報導時發現，校方和學生都有各自的說法。

北方資訊工程學院黨委副書記楊灝（音hao，四聲）給出的理由是，如果讓學生自己去找實習機會，擔心最終可能落不到實處。

學生的說法是：實習崗位與專業不對口，勞動強度偏大，有強制加班現象等。

我們先來分析一下校方的理由。其實，校方說的情況在目前的社會環境中，確實普遍存在。

每年，全國不少家長動用各種社會關係，事先給孩子找實習單位。學生們只需把幾週的實習期晃悠過去，即可輕鬆得到一份內容「豐富、完美」的實習證明。「極品」情況是，如果「錢勢」或「權勢」足夠大，那麼，學生根本不用去實習單位，照樣能拿到成績優秀的實習證明。

一個朋友告訴筆者，某部委一位局級幹部的公子，整個一個月的實習期間，不僅免費吃住在四星級賓館，而且，每天都有實習企業的副總級人物陪同。不過，這位公子還算好學，並不想敷衍了事。於是，了解了很多一般實習生無法接觸到的企業內部事務。由於有背景，還能被安排出時間時常遊山玩水。實習結束時，除報銷了往返機票外，還拿到了一筆數額不菲的實習工資。

當然，這種還是少數。但絕大多數「小背景」的學生用「漂亮」的實習證明換取校方的滿分學分是沒問題的。

本次，西安工業大學北方資訊工程學院之所以做出如此實習安排，恐怕就是擔心出現類似這種情況。因為這在現在的「關係」社會中根本無法避免。

網路則是每家都不一定

【大紀元2013年10月21日訊】市長德拉諾埃日前發出一份通報，就經濟危機、稅收加重和市民的消費能力問題，提出一系列「社會盾牌」措施。

德拉諾埃稱在當前經濟不景氣和國家稅收增高的情況下，為了穩定巴黎市民的購買力和保證他們的權力，經過與市政委員會的討論後決定實施以下措施：

1、目前享受市政府補助金的市民，將繼續保持他們的原有福利，並且，市府將凍結個人所得稅檔次，使相應人士仍然可享受諸如全免費交通卡（carte Emeraude）、家庭能源補助、上門為老年人服務津貼等福利。

2、2014年的市政收費（如學校飯堂、音樂學院、娛樂中心等）將不會上調，即市政府將不會根據膨脹指數來調整上述服務項目的價格。

3、在住房方面，是一個令人憂慮的問題。因為房價貴，房租已成為許多家庭的一個重要開支，故此，市府要求所有的社會住房的房東盡最大的努力，從整體上維持2014年房租價格的穩定。

4、政府將會在全國範圍內凍結個人住房補助金檔次。在巴黎方面，市政府將針對巴黎獨有的住房補貼上調5 %，其中包括巴黎住房補貼、巴黎家庭住房補貼和巴黎單親父母住房補貼。

德拉諾埃還表示，就巴黎而言，要恢復其經濟的增長，並非是短期內所能達到的目標，所以市政府會扮演好保護市民經濟消費能力的角色，在必要時，會對經濟有困難的家庭進行減稅或免稅。
