【陳培煌／台北報導】外交部晚間發布新聞稿表示，菲律賓中部薄荷省本今發生芮氏規模7.2地震，造成人員傷亡及財產損失。外交部已向馬尼拉經濟文化辦事處（MECO）表達慰問與關懷之意，並透過我駐菲律賓代表處捐贈菲律賓政府10萬美元，協助災區人民早日重整家園及恢復正常生活。

外交部指出，目前災區並無我國遊客、台商及僑民傷亡，外交部及駐菲律賓代表處將持續關注相關情勢。

  最近台灣政壇上演了一齣宮廷式的政治鬥爭，讓人民對政治人物的醜陋面有了更深刻的體認。其實傳統的政治思維總是把政治人物推向兩個極端，一種是機關算盡貪圖私利的奸惡政客，另一種是悲天憫人捍衛公義的廉能君子，然而現實的人性很難只是這兩個極端。東漢末年董卓弄權，曹操義奮填膺想刺殺董卓解百姓於倒懸，此時的曹操像是悲天憫人的義士，而後曹操挾天子以令諸侯想取漢獻帝而代之卻又像是謀反的叛臣。

  另外近代史上如汪精衛先生年少時積極投入反清革命，曾有「引刀成一快不負少年頭」的悲壯情懷，然而寧漢分裂時汪精衛不得已也要向日本人屈膝低頭。所以奸惡政客雖秉私利會成禍害，然因緣際會有時亦能成就大業而開盛世，而廉能君子雖秉公義會興福利，然形勢逼人有時亦會誤盡蒼生而生亂世 。由此可見政治人物也是經常要面對誘惑與考驗，其立場搖擺善變古今皆然，政治人物之不可期待史有明鑑。

  政治人物的性格本來就伴隨著人性中模糊的特質,很難用忠奸或善惡的二階式數位邏輯去思維分辨。然而大部分的群眾卻習慣這種忠奸善惡的戲劇思維，也因此政治人物總是要運用各種議題把自己塑造成正義之士，用大是大非把政敵打成奸惡之徒。這中間沒有模糊的地帶，也沒有妥協的餘地，這也是為何政治鬥爭總是特別慘烈的原因。

  因此歷史上揭竿而起的亂軍也要標榜自己為救國救民的義師，想圖政治出路的政客也要神話自己為喚醒民眾的先知。然而人民的苦難正因為太多的「義師」太多的「先知」，而今台灣的政治分合，我們也看到許多的義師許多的先知揮舞著「大是大非、公平正義」的改革旗劍，而他們的政治鬥爭卻是無有情義只見利害。政治人物的廉能終究要從制度的嚴厲監督來制衡它鞭策它，我們天下百姓何必期待政治人物的聖明正直而百般維護，何苦隨著政治人物的離間挑逗而壁壘分明。

【周佩萱╱綜合外電報導】美國紐約羅徹斯特大學醫學中心的研究團隊，近來發表的研究說明，為什麼人類需要睡眠，因為在睡眠時，大腦才能進行清掃工作，將清醒時大腦所產生的有毒物質清理乾淨，這些物質如果持續累積的話，將可能導致阿茲海默症。
 
研究人員指出睡眠時大腦活動量並未大幅減少，顯示大腦在睡眠時和清醒時各負責進行不同任務，清醒時進行思考判斷等日常生活運作，睡眠時則開始大掃除，因為清理工作相當費工夫，大腦必須等待睡眠時才能進行，研究人員比喻就像在派對上不可能同時招待客人，又進行清掃工作，在睡眠時，大腦細胞可縮小至60%，以順利進行清理工作。

【陳亮諭／綜合報導】東吳大學傳出暑假期間在外雙溪及城中校區，155間教室裝設電源感應器及刷卡機，上課的電燈及冷氣不但限時，費用也要學生支付，引起師生反彈，學生抱怨，「不是有繳學雜費？為何要再外負擔電費呢？」老師也嘲諷，「難道要學古人鑿壁偷光嗎？」

今天出刊《時報周刊》報導，東吳大學今年委託私人公司到校評估，決議102學年起實施「限時供電」、「使用者付費」等措施；開學後師生知悉怨聲四起。校方開會因應後指出，他校實施教室按課表供電措施，行之有年，東吳起步較晚，「限時供電」及「使用者付費」將合一，絕非與學生爭利，下月起正式實施，會將公布供電的實施辦法。

【林媛玲／新北報導】新北市樹林區工興橋下日前發現乳白色廢水排放污染塔寮坑溪，環保局派員追查，發現群益鋁業深夜將酸性廢水偷，儘管業者領有排放許可證，卻為省下處理費惡意繞流排放，環保局今對業者處分60萬元罰款。

離譜的是，工廠老闆矢口否認偷排廢水，並狡辯該公司牆上特別貼有《蘋果》日報報導環保局破獲八里風帆碼頭變陰陽海新聞，目的在提醒員工不可犯法，但偷排罪證確鑿，老闆自知無法抵賴才承認犯案。
