「2013年高雄光電智慧綠建築國際研討會暨光電推動成果展」今天在君鴻國際酒店舉行，邀請包括香港、新加坡、大陸與國內知名學者，分享各國推動城市綠建築與太陽光電的經驗。

市長陳菊及與會人士共同簽署「陽光高雄，綠色城鄉」宣言。承辦單位樹德科技大學計畫團隊，針對高雄市目前所施作的太陽光電區域範圍，與今年申請案件與容量拿下「台灣第一」，設計了一座巨幅的高雄地圖LED燈版，大同共同在燈版的宣言上簽名。

去年台南市拿下全國太陽能光電申請案件與容量第一名，高雄市拿下今年的全國第一。

總統馬英九今天主持中區國軍幹部座談，期勉國軍在洪案後要徹底改進，發生重大事件時，要主動說明澄清，秉持「不怕家醜外揚」原則。

馬總統晚間在總統府秘書長楊進添、國防部長嚴明等人的陪同下，前往台中空軍清泉崗基地主持「中部地區國軍重要幹部分區座談」，與第五作戰區、金、馬、澎防衛指揮部等單位重要幹部舉行座談，聽取有關部隊備戰訓練、募兵政策推動等意見。

國防部晚間發布新聞稿指出，馬總統在會中表示，洪仲丘案發生後，社會各界對於國軍的批評與指責未盡公平，他相信絕大多數的官兵都是奉公守法、克盡職責。

總統期勉國軍要虛心檢討、徹底改進，在發生重大事件時，應誠實面對、及時處理，對於家屬的抱怨、外界的質疑要主動說明、積極澄清，「不怕家醜外揚」是處理危機事件的基本原則。

總統並表示，「軍事審判法部分條文修正案」已於8月15日正式實施，現役軍人在承平時期觸犯「陸海空軍刑法」，都由一般司法機關處理，唯一改變的是審判機關的不同，而審判機關的改變可以提供更多的人權保障。

對於推動「募兵制」，總統表示，「募兵制」是政府重要的國防政策，義務役的役期不到1年，再扣掉2個月的新兵訓練，士兵到部隊時只剩不到10個月的役期，等於剛訓練成熟就退伍，對部隊戰力的影響非常大。

總統說，推動募兵制可以幫助建立「小而精、小而強、小而巧」的國防勁旅，且使青年學子提前生涯規劃，擴大國家人力資源彈性與效益，提升國家競爭力。

總統表示，近年因金融海嘯、歐債等問題，使得政府財政不十分充裕，外界有時會抱怨國防預算沒有達到GDP的3%，但當重大軍售案通過時，政府都會在預算方面補足，行政院也盡可能滿足國防部的預算需求，今年仍配賦預算新台幣3217億元，使國軍能充分運用於「募兵制」實施後的各項法律義務支出、主戰裝備妥善率維持和籌建「創新、不對稱」戰力等，彰顯自我防衛決心。

總統說，60年來國軍為台灣安全所做的犧牲與貢獻，值得國人肯定與尊敬，期勉國軍官兵面對挫折與考驗，要虛心檢討、改進，不要氣餒，並以具體的行動，重新贏得國人的信賴，恢復國軍的榮譽與形象。
