【林師民／新竹報導】真是白目！越南籍逃逸外勞潘姓男子，受僱到一處挖地基的工地，協助砂石車進出指揮，並維護道路整潔。工地正好就位於移民署新竹縣專勤隊辦公室隔壁，隊員進出時覺得潘男有異狀，清查身分果然發現是逃逸外勞，當場逮捕。

潘男表示，他因看不懂中文，不曉得旁邊就是專勤隊；饒姓僱主則因是外地人，也不知情。僱用非法外勞，可處15萬以上、75萬以下罰鍰。

【劉昌松／台北報導】立法院內政委員會立委段宜康等人今天上午到高院參訪「通訊監察管理系統」，司法院資訊管理處處長何君豪向立委簡報表示，通監管理系統對合法監聽的確保度達97.75%，剩下的2.25%主要是因為市話監聽部分，需要人工輸入監聽資訊，這部分需交通部或其他主管機關管理，非司法可介入。

高院依《通訊保障及監察法施行細則》設置「通訊監察管理系統」，主機就放在高院資訊室，隨時與各地方法院和電信業者進行保密連線，由各院專責人員將每張法官核發的監聽票內容輸入系統，然後由系統比對電信公司回傳的掛線資訊，如系統發現異常，會立刻通報法院。

何君豪回答立委們詢問時解釋，因市話監聽的資訊需靠人工輸入，可能會有漏失，導致系統無法確實查核，但基於行政、司法分立，需由行政院所轄的權責機關介入管理。另外這套系統只能比對監聽線路與掛線時間是否與監聽票相同，無法得知監聽內容。
