中天申設新頻道亞洲台，今天被國家通訊委員（NCC）否准，NCC採納衛星審議委員會建議，認為該台申設的是綜合台「但新聞與時事節目比例高達63%」，與申設頻道屬性不合，因此不予許可。

NCC昨天一口氣通過寰宇新聞頻道、寶寶世界頻道、The Filipino Channel共三個頻道的換照許可，卻對中天亞洲台做出否准申設的決定。NCC發言人虞孝成表示，因申請頻道定位為綜合台，但規畫新聞與時事節目比例過高，且頻道屬性與現有中天家族頻道沒有明顯區隔，否准申設案。

中天目前已有新聞台、育樂台與綜合台，新申設的亞洲台原本打算要在有線數位頻道及MOD上架，內容規畫新聞報導占17%、新聞報導以亞洲與國際新聞為主，占新聞報導三分之二以上，時事節目占46%、兩者比例就高達63%，其餘的才是綜藝節目與戲劇節目。

【吳詠平／桃園報導】楊梅市民生街一透天民宅上午發生火警，消防人員據報到場時，二樓竄出火舌，屋主王姓兄弟（60、55歲）分別倒在浴室門口及房間，被消防人員從浴室及房間救出，兩人燒傷情形嚴重，分送楊梅天成及湖口仁慈醫院急救，但兩人均因傷重不治。

火勢20分鐘後撲熄，消防人員在客廳起火點發現一個打開的瓦斯桶。55歲屋主兒子向消防人員表示，父親曾有輕生念頭，當時他在3樓，聽到2樓傳出「踫」聲巨響，就起火了。初步研判火警為自殺引火所致。

觀察過幾次開車技術不佳的人: 上交流道不趕快加速跟上車流 就急急忙忙要轉到內線道 一到了內線道 終於鬆了一口氣 想說終於遠離大車 鐵了心一路以他感到舒服的速度死守內線道 直到要下交流道 再急急忙忙切出去 這種人常常不知道遠光燈和霧燈不能隨便開 只當作是 比較亮的燈 常常發動車子就一路打開 坐的很前面 很貼方向盤 深怕視野不足 這種鐵烏龜的存在 只能怪監理所太濫發駕照 在ptt罵 他們也不會看 你閃他燈 他還嫌你沒品 開久了也麻痺了 只能自己想辦法超過這些車 無解呀 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 60.251.188.72

APEC（亞太經合會）會議剛閉幕，民進黨主席蘇貞昌批評，馬政府將APEC窄化為兩岸政治對話的場域，讓台灣的國際關係「兩岸化」，也讓中國政府乘機在國際場合發表「一中框架」政治宣示，讓台灣被國際誤認為隸屬於中國。

民進黨今天下午舉行中常會，由中國事務部主任洪財隆提出「台灣參與APEC之檢討」專案報告。蘇貞昌說，APEC是少數台灣可參與的國際區域組織，應利用難得機會，和其他國家領袖進行更多交流、對話與互動，為台灣爭取更寬廣的國際空間。

蘇貞昌指出，馬政府心中只有兩岸，對外策略卻毫無國際視野，將APEC窄化為兩岸政治對話的場域；民進黨將透過國會監督等方式，要求馬政府改正，並提出擴大台灣國際參與空間的具體策略。

對於「蕭習會」及「王張會」，蘇貞昌說，台灣是主權獨立國家，依憲法稱為中華民國，台灣前途應由2千3百萬人民以民主程序共同決定；兩岸互動所產生的分歧與問題，絕非國共內戰的延續，台灣前途更非國共兩黨能私相授受。

有圖無音樂有露臉網誌版~ http://huangmajorie.pixnet.net/blog/post/267869759 ----------------------------------文字貼上版----------- Oct 09 Wed 2013 日常也能好搭配的紅唇 - 大推 YSL唇釉 分享: 7Headlines facebook PLURK twitter 自上次分享過的YSL唇膏 我以為我的YSL唇膏巔峰應該就燒到這裡為止了....沒想到幾次去sephora又被燒的體無完膚 在紐約的好處就是大家臉皮都在比厚，這隻唇釉我差不多試了4次才真正的狠下心來買... 畢竟NY的稅高，化妝品是要加稅的...所以也是想了一陣子才買下去.... 但是在開箱+補妝的時候~是完全值得的 嘿嘿 這個瓶身完全滿足一個女人的虛榮心。 刷頭真的要好好的誇獎一下，做的有點像鏟子一樣的刷頭 所以非常好推開，也不會有厚重的感覺 唇緣的線也可以塗的很工整! 不過拔出來的時候要稍稍刮一下才不會沾太多唇釉，畢竟那麼貴!而且又很顯色所以跟本不用擦太多 我一直都不是唇膏的粉絲，所以一直是素唇的狀態居多 但是尤其到了美國....老外都特愛大紅唇 在台灣可能我比較放不開 但是在這裡跟本不在乎別人怎麼看我(反正一個比一個怪 有時候素唇的氣色就看起來會比較沒有那麼好。 色號:9號 大紅色 不過這是一隻能屈能伸的唇彩，所以其實要大紅色要淡紅色都是可以控制的。 -----超級大紅唇預備線----------- 其實才買不久，還沒很上手就等不及拍照分享了 唇線的地方我還很菜....還沒有很熟練的可以handle他 然後呢.... 紅唇雖然很美，但是有一點其實蠻重要的 容易讓牙齒顯黃 尤其如果像我們亞洲人沒有做美白牙齒習慣，膚色又不像老美一樣那麼白 紅色的話其實有分很多種不一樣的紅，色調不同深淺也不同! 所以記得除了擦在嘴唇上好看......跟自已的膚色還有牙齒搭起來也要match才算真正適合自已的紅唇!!!! 我個人覺得畫紅唇沒有什麼技巧 就是修正自已的唇形到自已喜歡的程度 加上臉上的妝乾淨就好，簡單搭個利落的眼線或是淡淡的大地色眼影，一切簡單就好。 不過我自已是沒有很喜歡大紅唇啦!!! 除非特別節日才會擦 平常都是把他壓的很淡 增添非常自然的血紅色感覺的唇 淡淡帶過一次之後用面紙壓掉多餘的唇釉 用面紙重複多壓幾次之後就可以有淡淡的帶有血色的好氣色 而且持久度非常好!只要不要刻意去吃他的話其實可以維持半年都不是問題!! 加上他有一種非常好聞的甜甜味道(好像很好吃?) 我個人是比較喜歡壓過面紙之後淡淡顏色的感覺!非常自然很像剛吸過血的吸血鬼(?) 其實就很像是液態的唇膏，無敵的顯色之外也沒有油亮的感覺 質地很細緻之外也是水水的液態感 完全不黏也沒有唇膏的悶悶感覺 就功能來說的話我會建議大家敗唇釉大於買唇膏 但是主要看自已喜歡什麼樣的感覺! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 74.72.56.162
