天兔颱風來襲適逢大潮，為避免淹水及海水倒灌導致民眾財產損失，高公局封閉國道3號北上屏東大鵬灣端至林邊交流道路段，供車輛停放於路肩，臨時避難。另為避免海水倒灌擴大災害，屏東縣滿州鄉九棚村已於上午10點進行預防性撤村。

高公局表示，配合屏東縣政府申請保障人民生命財產安全，9月20日下午8點起，封閉北上國道3號大鵬灣端（431.5公里）至林邊交流道（430.1公里），供屏東縣林邊低窪地區於天兔颱風豪雨期間車輛避難場所。南下路段並未實施管制。

國道封閉路段，約可提供4百餘輛汽車停放，高公局呼籲避難車輛由國道3號大鵬灣端進入管制路段，停放於路肩，車輛駛離時須順向北上行駛至林邊交流道東港方向北上入口匝道迴轉逆向離開。林邊及東港地區北上車輛，仍可由台17線經林邊交流道北上入口匝道進入國道3號。

企業開始意識到日漸增加的水可能對經營和利潤帶來的風險——有的是太多，有的是太少。在本年度的達沃斯世界經濟論壇上，專家將「水風險」列為21世紀企業面臨的四大風險之一。

類似地，據​​碳披露項目（Carbon Disclosure Project ）的調查，53%的公司表示水風險已經在起作用，帶來了資產損失、價格升高、水質下降、業務停頓和供應鏈破壞。

代價越來越大。德銀證券估計，在影響美國近三分之二面積的最近的旱災中，GDP增長將因此減少約1個百分點。氣候變化、人口增加和其他因素正在推高風險。全球GDP的兩成產生於水稀缺地區。根據國際糧食政策研究所（IFPRI）的數據，如果沒有更能有效持續的水管理，這一比例將在2050年升高到45%，讓世界經濟產出的很大一部分置於危險之中。

公司知道，可靠的風險管理戰略依賴可靠的數據。對於金融風險，數據分析者要能獲得海量數據。但至少在眼下，在水風險上並非如此。

牡羊座（3/21 ~ 4/20）：
