【大紀元2013年09月01日訊】（大紀元記者李晴玳台灣高雄報導）國道7號開發案歷經三年籌劃研議，一路砲聲隆隆、爭議不斷，開發與環保的角力未曾稍歇。環評專案小組初審時，原建議「不應開發」，未料日前環評大會推翻前論，准予此案進入二階環評。國7案能否闖關成功，開發單位勢必面臨更艱鉅的挑戰，而環團及反國7自救會也堅決表示，長期的抗爭必將啟動！

全長23公里的國道7號，起自小港南星計畫區，北行鳳山、大寮、鳥松至仁武，分別與台88、國10銜接。總預算逾600億元的國7建設工程，沿途闢設8個交流道，其密度之高、單價之貴，皆創下台灣歷史紀錄。國工局及高市府均強調，國7興建對高雄市及國家整體經濟發展，影響甚鉅。

據悉，國道7號主要是為提供高雄港聯外運輸服務，並紓解高雄市區、國道1號末端壅塞車流。路廊規劃之初，開發單位曾辦理數場座談、聽取民意，但路線既經公佈，環團及居民一片譁然。儘管國工局宣稱，興建國7可望提升高港運輸效能、健全區域交通；但環團指出，此案對於改善交通壅塞亂象，根本無濟於事。

環保團體表示，依用路人習慣，重車為了縮短距離以節省油錢，極可能直接進出國道1號；即便從國7接到國10，也會回流到國1鼎金系統，而讓國1楠梓段更加壅塞；同樣，藉由國7銜接台88進出國1的車流，也勢必讓台88五甲系統-鳳山段交通癱瘓。

此外，環保團體並列舉國7不應開發的5大理由，他們說，國7縱走猛禽棲地，勢必衝擊生態；高架道路基樁，恐惡化區域排水；開發成本過高，亦有違公平正義原則；而更嚴重的是，興建國7不僅需徵收民宅、土地，國7車流所帶進的噪音、空污，更對沿線居民健康造成傷害。

地球公民基金會質疑國7工程實為沿線土地開發佈局，毫無經濟效益可言；環評專案小組亦對其效益抱持疑慮，建議「不應開發」。對此，國工局認為將嚴重影響大高雄經濟建設；高市府則憂心，未來興建完成的洲際貨櫃中心、南星自由貿易港區及遊艇專區新增的大型車輛，將使市區道路難以負荷。

高市府表示，國道7號攸關城市未來發展，市府將以經濟發展、改善交通等理由，爭取翻案機會，至於各界對國7的負面衝擊疑慮，市府願配合減到最低，盼能在開發與環保、地方期待與民意中取得可行方案。而交通部亦重申，為了高雄市與國家整體未來發展，國7非建不可。

30日環評大會中，環評委員投票表決，終以9:3確認國道7號翻盤成功，進入二階環評審查。國7案雖起死回生，但因為對環境有重大影響之虞，開發單位未來將面對更嚴格的審查標準，除須提出更詳盡的替代方案，針對居民健康、生態環境及文化資產等衝擊也須進行風險評估，並提出相關因應對策。

開發與環保的拉鋸角力，兩造各有主張訴求；而扮職司仲裁折衝的環評單位，也自有其專業及公益考量。但不論國7建或不建，面對環團及民眾的控訴抗爭，執行公權力的開發單位有責任、也有義務，予以虛心傾聽並協調溝通。當二階環評重啟審查之際，雙方開誠佈公的對話也才真正開始！

【綜合報導】英國8歲男童凱索（Cieran Kelso）因腦膜炎被迫截肢，父親為他設計鰭狀義肢，方便他在水中游泳。凱索對電影《泳不放棄》（Dolphin Tale）中也同樣裝上義肢的海豚「溫特」（Winter）非常感興趣，視牠為偶像。
 
美國佛州觀光局得知後，先與凱索的父母聯繫，決定招待凱索全家到溫特所在的佛州水族館參觀，並破例准許凱索進入水族箱與溫特一同游泳。但凱索直到出發前才被父母告知，興奮的他並在與溫特共游後表示：「真的好棒」。
