康芮颱風離台後，因對流及鋒面影響，各地豪雨不斷，總統馬英九與行政院長江宜樺31日晚間在經濟部水利署舉行豪雨災情簡報會議，召集各部會研議對策。

據報導，馬總統說，各地降雨災情嚴重，召開緊急會議是為了預防之後若傳出豪雨災情，相關單位已有對策因應，因此在31日晚間前往經濟部聽取氣象局、交通部、農委會、經濟部、內政部、國防部、災防辦等單位簡報。

馬總統表示，大雨還會持續至1日早上8點，現階段需要提防的是土石流災情，土石流黃色警戒及紅色警戒區域未來可能釀災，需密切注意。目前各地淹水情況除了少數在1公尺以上，多數都是50公分以下。

南部蔬菜生產區受颱風及豪雨影響災損嚴重，農委會為因應市場需求，將釋出蔬菜。其他災防單位包含國防部也準備充足人力，預防緊急情況發生。馬總統提醒各部會要「料敵從寬、禦敵從嚴」，提高警覺以減少傷亡。

橘委：海基會待遇驚人

海基會103年度預算出爐，親民黨立委陳怡潔發現海基會近年並無新增業務，但是人事費用卻持續增加，從馬政府上任的97年1億800萬元增加到103年的1億6000萬元，成長接近五成，除此之外，更發現海基會一級主管超過三分之一竟然是國民黨官轉任，每個月薪水從11萬元到24萬元不等，海基會形同國民黨的退輔會。

陳怡潔表示，海基會103年度預算員額114人，比102年度少2人，但是人事費用編列1億6060萬元，比102年度還增加300萬元，員工平均年薪達140萬元，而且其中還包括公務員兼任不支薪者，若扣除這些人，海基會員工年薪恐怕更高。

除此之外，陳怡潔指出，海基會一級主管有多位係國民黨黨官轉任，包括董事長林中森、秘書長高孔廉，此外，海基會還聘請一位顧問，月薪高達11萬，工作是負責國會及政黨聯繫，但是上任至今卻未曾在立法院看過他，不免讓人質疑他是負責聯絡哪個國會？或者只聯繫國民黨？

陳怡潔指出，海基會103年預算收入約3億元，其中2億餘元來自政府補助，形同用政府的預算幫國民黨支付薪水及退休金。

而從海基會提供的資料顯示，海基會101年的年終獎金是1個月、考績獎金1個月，但是秘書長高孔廉的考績獎金卻高達2.5個月（58萬9100元），如同自己肯定自己，發給自己高額考績獎金；即使同樣是處長，有的處長考績獎金1個月，有的卻2個月，

陳怡潔表示，政府財政困難，各部會都在撙節支出，但是部分政府設立的財團法人卻慷全民之慨，發給自己高額的薪水及獎金，對比老百姓實質薪資倒退16年的慘況，海基會的主管機關陸委會應該加強監督，未來審查預算時，立法院也會嚴格把關。

【吳傑沐／苗栗報導】苗栗縣造橋消防分隊，今天近午接獲報案指稱，有民眾飼養的黃金獵犬「卡洞」待援。消防人員到場赫見1隻黃金獵犬，好奇從圍牆內將頭從磚牆排水孔鑽出去，結果當場卡住縮不回去，不停哀號，場景非常勁爆。

消防分隊長吳佳宗說，一開始用沙拉油，但仍無法順利幫牠脫困，最後向竹南分隊借用氣動式鑽孔機，敲掉1塊磚塊，花費1個多小時，才順利完成任務。

餐廳名稱：Mi's Cafe謎思咖啡 消費時間：2013年8月 地址：高雄市前金區市中一路167號 電話：(07)201-0188 營業時間：8:00~20:00 每人平均價位：低消一杯飲料 可否刷卡：不可 有無包廂：無 推薦菜色：拉花拿鐵 香草冰淇淋布朗尼 無音樂網誌好讀版: http://www.wretch.cc/blog/mikageyoru/22345044 週末傍晚到愛河附近散步,閃光提議喝杯咖啡, 我腦中立馬浮現同事和許多部落客推薦過的Mi's Cafe謎思咖啡, 走到門口往內探,人沒想像那麼多耶~正好適合放鬆發懶. 謎思咖啡位在高雄國賓飯店後方的市中一路上,店的外觀是簡約現代風. 謎思的空間十分寬敞,讓人視覺上沒有壓迫感. 室內裝潢以承襲外觀的簡約現代風, 現代藝術掛畫讓白色的牆壁看起來不那麼單調. 不過同樣的現代風純白素材,就讓吧台看起來稍嫌冰冷了些. 我比較喜歡木質風的吧台位啦!! 不介意被當動物園裡動物的人而想偶爾抬頭看看窗外綠色公園的大家, 也可以選這個落地窗窗邊座喔! 一邊拍照,一邊被咖啡的香味拉去魂魄. 對吼~我是來這裡喝咖啡的! 這是謎思的飲品菜單,分成非咖啡因,花式咖啡,與茶三大類. 除了花式義式咖啡外,謎思自家烘焙的單品咖啡喔! 價格不算貴. 每天的豆子不大一樣,想要詢問烘焙度或味道都可以問老闆. 本來只想點個咖啡,喝個飲料就好. 但是看到這個超級划算的Dating下午茶套餐, 眼睛都亮起來了我!任選兩杯飲品,搭配司康,蛋糕 以及布朗尼香草冰淇淋,居然只要380!!! 不點一下有點對不起自己. 迷思的茶品使用的是法國品牌Hediard, 算是品質不錯的茶品,不過今天人家還是想喝咖啡. 現代風的謎思一隅也有鄉村風的木頭小書櫃. 然後吧台旁邊有一台倒吊的腳踏車,跟剛剛的鄉村風整個沒關係. 老闆你的設計理念也太跳tone了吧! 等上幾分鐘後,我的套餐飲品先上桌囉! 這是清酒拿鐵. 上面還有少女風的熊熊拉花~好可愛!!! 嗯,或許清酒是涼的,也或許迷思的熱拿鐵需要這樣的溫度表現咖啡的味道, 但我自己喜歡燙口的拿鐵啦~~覺得這杯溫度不夠稍稍可惜. 清酒配上拿鐵很特別,但跟之前喝過的橙酒或威士忌相比,就顯得香氣不那麼足. 還有小熊被我喝過之後就變瘦了XDDDDD 這天的單品選的是蘇門答臘藍湖曼特寧. 選這支是因為之前在台北喝到的藍湖曼特寧令我和閃光印象深刻. 想一起重溫兩人第一次一起喝單品的感動. 雖然早知道曼特寧略帶酸味,但這杯的酸味真的讓我和閃光難以招架阿!! 我和閃光果然是入門的小咖...應該好好來研究一下到底曼特寧的酸度在哪裡. 午茶套餐的布朗尼香草冰淇淋. 用雞尾酒杯盛裝,看起來好高雅. 我~喜~歡~這~道~甜~點. 但我覺得搶味的是香草冰淇淋和淋下去的咖啡, 巧克力布朗尼反而成為味道和口感的點綴,而不是重點了. 接著是午茶套餐的司康和蛋糕. 本來以為蛋糕是大蛋糕,沒想到是雞蛋糕說! 從司康以外型來看,嗯~有令人滿意的裂痕, 看來在高雄可以吃到道地司康不是夢想了!!! 切開之後對於他不是麵包的質地也感到開心,不過... 一咬下去還是略乾,且沒有司康應有的奶油馨香. 當然,以加點一個30元來說,比很多台式司康來的便宜且稍微道地. 另外,我覺得奶油都附了,是也可以附一下果醬嘛~~(扭) 楓葉形狀和鯛魚燒形狀的雞蛋糕(笑) 味道非常清淡且略帶鹹味, 優點是他沒有加市售雞蛋糕的香精粉. 380雙人份套餐不算貴,不過扣除那兩杯飲料後, 不禁讓人思考140元是否值雞蛋糕+沒有醬的司康. 那個美味的布朗尼香草冰淇淋的味道價值應該遠超過成本就是. 謎思咖啡算提供了一個舒適,讓人可以休閒放鬆的空間好好喝飲料或吃下午茶. 不過以烘焙咖啡館來說,我自己覺得跟我還有閃光喝習慣的味道沒那麼合就是. 下午茶套餐的部分,也建議可以再稍稍精緻一點, 我覺得司康跟雞蛋糕都屬無本身比較無味的小點心. 可以朝精緻蛋糕類或馬卡龍去慢慢摸索. 不過,往後在愛河旁邊散步,想喝杯飲料以及享受空間, 倒是推薦給謎思咖啡啦! -- 永遠都充滿活力的 Love & Fight! http://www.wretch.cc/blog/mikageyoru -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.27.183.251 ※ mikageyoru:轉錄至看板 CAFENCAKE 08/31 06:56 ※ 發信站: 批踢踢實業坊(ptt.cc) ※ 轉錄者: mikageyoru (114.27.183.251), 時間: 08/31/2013 06:56:40 ※ 編輯: mikageyoru 來自: 114.27.183.251 (08/31 06:57)
