針對22日即將在汶萊舉行的第19輪「跨太平洋貿易夥伴協議」（TPP）談判，美國貿易代表佛洛曼19日先到日本進行訪問，除了敦促日本開放汽車與保險市場外，兩國也明確表示，為了在今年內談妥TPP協議，雙方將更緊密地加強合作。

鑒於TPP是歐巴馬政府亞太再平衡戰略的重要項目，美國貿易代表佛洛曼表示，

今年內談妥TPP是華府的優先要務，美國期望建立一個「穩定、安全、繁榮並且和平的區域，讓自由開放的市場可以順利成長。」

日本經濟財政大臣甘利明表示，美日應共同制定規範，加速TPP協商，並在今年內談妥。日本一直到7月份才正式加入由美國主導的TPP，趕在最後一刻成為第12個會員國後，隨即參與正在馬來西亞舉行的第18輪談判。

由於TPP談判目前正走到關鍵階段，佛洛曼在前往汶萊與其他成員國進行第19輪談判前，先在日本短暫停留，並向日本施加壓力，要求撤除關稅壁壘，開放汽車與保險市場。佛洛曼表示，「日本汽車與保險市場的貿易限制與在其他產業的非關稅壁壘，遏止了成長與創新，不僅破壞競爭力，也傷害雙方生意、勞工與消費者。」

由於許多TPP成員國擔憂整體進度會因此落後，加上美國明年又將與歐盟進行自由貿易談判，因此極力推動在年底前將TPP定案。《金融時報》指出，美國一直試圖勸說TPP國家在許多方面作出讓步，以盡可能達成更廣泛的協議內容。

然而，在緊接著的談判中，美國勢必也將開誠布公自己的開放程度；糖、乳製品、紡織品等「敏感」產業的開放，也將讓澳洲、紐西蘭與越南等國受惠。

即將於本月22至30日在汶萊舉行的第19輪談判，估計將優先處理各國最敏感的議題，並設立分段解除關稅的行程表，因此相當受到各界矚目。
