【大紀元2013年08月10日訊】（大紀元記者季薇編譯報導）業內的建商和建築師警告，安省交通管理機構都會聯通（Metrolinx）主持的艾格林頓-士嘉堡跨城輕軌線（Eglinton-Scarborough Crosstown LRT）工程，工程合約大包大攬，恐浪費納稅人稅金。
　　
據《多倫多星報》報導，巨型合約本應該推動建築公司間的競爭，以便在大型基礎設施項目（如道路和醫院）上，為安省節約稅金。但艾格林頓-士嘉堡跨城輕軌線工程，將太多的基礎設施建設工作捆綁在一起，以至於安省建築業業內人士，為該項涉及40億元資金的工程敲響了警鐘。
　　
代表工程師、建築師、道路和民宅建築商的安省建設與設計聯盟（Construction and Design Alliance of Ontario，簡稱CDAO）稱，艾格林頓-士嘉堡跨城輕軌線工程合約，涉及公私合營 的部分合約內容過大，將本應引發的競爭排擠在外，恐浪費5000萬元開支。
　　
CDAO之所以將此事公之於眾，是因為難以勸說省府將這一公私合營項目分解成一個個小合約。據悉，一系列較小的建設和設計合約，將能夠吸引更多的競爭，比將整個項目交付兩家巨型建設財團划算。

專家分析

按計劃，艾格林頓-士嘉堡跨城輕軌線將於2020年竣工。安省建築師協會（Ontario Association of Architects）主席伯塞爾（Bill Birdsell）認為，這麼早競標一個需要幾年才能竣工的項目，很多公司會壓低價格，以減少預料之外的風險或應對可能遇到的麻煩。
　　
現實是，在安省能夠競標17.5億元項目的建築公司，根本就不存在。所以本地公司很難獲得跨城輕軌線中的合約，最終多倫多將不得不冒這樣的風險，接受國外設計的千篇一律的車站。
　　
伯塞爾說：「設計其實是施工過程中造價最低的部分。」他爭辯到，本地設計的建築，將能夠更好地使嶄新的交通拓展納入到城市的文化和街頭生活。他說：「我們相信，我們與項目的互動，將使它更好，我們可以證明開支也會被節省。 我們覺得設計是該項目的司機，它能使每一個車站成功。」

省府回應

安省交通及基建廳長簡萬裡（Glen Murray）發言人，6日在一份聲明中稱：「廳長認為，這些問題需要加以考慮，自任職以來一直在傾聽行業代表的聲音。」
　　
安省基建（Infrastructure Ontario，簡稱IO）作為省府機構，專管另類融資和採購(alternative financing and procurements簡稱AFPs)。
　　
鑑於安省交通及基建廳決定公私合營，跨城輕軌線成為IO主持的全省最大的公交建設項目。IO發言人表示，部分程度上，將從當地知識和啟用當地商業角度，評估競標者。
