| 世界最不友善城市 廣州、深圳上榜

國際知名出版集團康泰納仕(Conde Nast)進行的一項民調表明，在人們所認為的世界上最不友善的城市中，美國的紐瓦克市獨占鰲頭，大陸的廣州名列第十一、深圳名列第十四。
大陸環球時報援引英國「每日電訊報」報導，這十座最不友善城市分別是：美國的紐瓦克市，巴基斯坦首都伊斯蘭堡，美國奧克蘭市，安哥拉首都盧安達，科威特首都科威特城，多哥首都洛美，美國紐黑文、底特律和亞特蘭大三市以及摩洛哥港口城市丹吉爾。
美國除了紐瓦克市外，還有其他四座城市位列最不友善的前十名。
最友善的城市中，巴西的佛洛里亞諾波利斯第一名，澳洲霍巴特第二，不丹首都廷布第三，紐西蘭皇后鎮第四。
最友善的前廿名中，沒有中國大陸城市。

| 歐巴馬：改革法律 限制監控

美國總統歐巴馬今天宣布，將限制美國政府龐大的監控計畫，並表示美國「能夠且必須更透明」。
美國國家安全局承包商前雇員史諾登（Edward Snowden）6月揭發監控計畫後，政府飽受各界批評。
歐巴馬說，將要求國會改革2011年911攻擊後通過的愛國者法（Patriot Act）中最具爭議性的第215節，這節授權政府能查看美國公民的電話等紀錄。
歐巴馬說，計劃與國會合作，推動對愛國者法（Patriot Act）第215節的「適當改革」，並堅稱政府無意偵監普通美國公民。第215節規範電話紀錄等所謂metadata（資料的資料、中介資料、後設資料或詮釋資料）的蒐集。
他沒提及如何改革，而是保證增強監督、提高透明度與增加限制。
歐巴馬在白宮的記者會上說，行政部門會解除某些監控文件的機密等級，也會指派外部專家協助確保在安全和隱私權間保持平衡。
歐巴馬也將與國會合作，推動海外情報監聽法庭（Foreign Intelligence Surveillance Court）的改革，表示將允許一位公民自由代表作為政府對造，來提出反面論證。
歐巴馬也說，會對國家安全局（NSA）監控計畫提供進一步內容，試圖恢復公眾的信任。

| 用桌面上的＂飄浮泡泡＂提醒 FB 訊息、Gmail、未接來電、待辦事項…（Android）

一般 Android 手機若有未接來電或是 FB 訊息、Gmail 未讀信…等，都是在手機上方通知欄顯示小圖示來提醒，而這個「Notification Bubbles Free」則是將這些通知訊息放在桌布中，用各種大小的飄浮泡泡來通知你唷！
通知的內容包含未接來電、未讀簡訊，若有登入 Facebook、Twitter 以及 Gmail 帳號，當收到 FB 或是 Twitter 訊息、Gmail 信件就會直接在桌布裡的泡泡中顯示，點選飄浮的氣泡還會有可愛的小爆破音效。
除了以上的通知訊息外，還可以簡單的輸入待辦事項，直接在桌布泡泡中做提醒，不過免費版本只能加入一個待辦事項。另外還可以選擇一位 Darling 聯絡人，會用心型泡泡代表，點選這個心型泡泡就能快速撥電話給他或發送簡訊唷！

使用方法：
第1步 下載安裝後開啟，會先進入動態桌布設定畫面，選擇「Notification Bubbles FREE」，然後點選「設定」先做些基本設定。
第2步 若想收到 FB、Twitter、Gmail 的訊息，必須到「Accoutnts」連結帳號，點選欲連結的帳戶再輸入帳號密碼即可。
第3步 「My Darling」可設定快速聯絡人，勾選後由手機聯絡人中挑選。右圖可依喜好設定要顯示的空泡泡數量。
第4步 背景可維持目前的桌布，或使用其提供的「Foggy Blue」（模糊藍），或什麼都不要（一片黑）。免費版的泡泡則只有五種顏色可以選。
第5步 「Themes」主題有一款萬聖節的可以使用，很可愛唷！桌面會飄浮很多南瓜。最下面的「Bubble pop sound」就是氣泡爆破音效，若不想聽到就取消勾選即可。
第6步 接著按手機返回鍵回到桌布設定畫面，按「設定桌布」即可在手機桌面看到好多的飄浮泡泡了。
第7步 若有待辦事項，可在方格中輸入後按「Add todo」就可在桌面上顯示囉！不過真的很可惜，免費版只能放一個，若想要放更多，也有付費版的可以購買。
第8步 紅色愛心就是快速聯絡人，點選紅色愛心就可撥號或發簡訊，FB的提醒會在右上角顯示 FB 的 Logo，點空泡泡則會有可愛的爆破聲唷！右圖是萬聖節主題，南瓜頭們也會在桌面上飄浮，點一下他們還會發光，很有趣喔！
