【何孟奎／台北報導】馬英九總統下午在國民黨中常會中表示，為穩定軍心，他今天一早分別約見國防部代理部長高廣圻以及參謀總長嚴明，要求他們要安定軍心穩定士氣；中午他和行政院長江宜樺討論後，江宜樺已提請他任命嚴明擔任新任的國防部長，預定明天交接，並立刻參加9時的行政院會，讓國防部工作不受昨天國防部長楊念祖辭職的影響，使國防部業務可無縫接軌。

馬英九說，7月4日陸軍下士洪仲丘在若干官兵違法濫權下不幸往生，一個月來政府除了追查真相，也不斷思考在制度面進行改革，昨天立法院已三讀修正通過《軍事審判法》，洪仲丘案可在短時間內一道普通法院審判，希望社會大眾平心靜氣等待審判結果，尊重法治。

他表示，尊重法治之外還要穩定軍心，這次事件在一波波檢討過程中對國軍批評有些過度，對士氣造成影響，國軍有缺失不能護短，一方面軍法系統須改革以保障軍中人權，但絕不能以犧牲國軍效率紀律作為代價；他強調，台灣能安居樂業60年，都是因為國軍保家衛國、愛國愛民的奉獻，國軍榮譽不能被踐踏，國軍奉獻不能被抹煞。

【綜合報導】一項最新的調查發現，美國80%的大學生從事兼職或全職工作，每周平均工作近20個小時賺錢，以應付日漸昂貴的大學學費。
 
由美國花旗集團和雜誌聯合進行的調查結果指出，包括社區大學、空中大學或是一般大學裡就讀的美國學生中，有近4/5的比例的大學生在學期間便已工作，不論兼職或全職，學生們每周平均工作的時間為19小時。
 
進行調查的機構負責人表示，很多美國大學生都經歷過2008年的經濟大蕭條，希望在大學畢業前就開始有自己的事業。父母支付學費的比例也下降，2010年父母為子女支付大學費用的比例為47%，2011年則降至37%。

為了回應民意，立法院今迅速三讀通過軍審法。未來軍人犯罪將全由一般司法機關追訴審理，只有戰時犯陸海空軍刑法或其特別法之罪，才依軍審法追訴、審判；因考量實務作業，實施將分兩階段，不過陸軍下士洪仲丘案則在總統公布法令後，馬上移交普通法院審理。
