【詹智淵／彰化報導】彰化市清潔隊員葉駿勝昨捕流浪犬被咬傷，卻不符狂犬病疫苗施打標準，引發清潔隊員不滿，造成士氣低落。

彰化市長邱建富今公開喊話，要求讓葉員馬上注射疫苗，並宣佈全市９名負責捕捉流浪貓犬業務的清潔隊員，在未注射疫苗前暫停執行。彰化縣衛生局長葉彥伯表示，疾管局今宣佈被流浪貓、犬咬傷者可施打疫苗，但第一線防疫人員如清潔隊員、動防所人員、獸醫師等，尚未預防投藥，將持續與彰化市長溝通。

中區傳染病防治指揮官王任賢表示，如暫停捕捉犬貓，對整體防疫作戰是一大漏洞，將持續與彰化市長溝通並向中央反應地方意見。

杜拜房地產過去一年以來大幅上揚，國際貨幣基金組織(IMF)警告有過熱風險，建議當地政府善加調控以防2008年全球金融海嘯導致房市泡沫破滅的惡夢重演。

CNBC、Thomson Reuters 31日報導，IMF 30日稍晚發布聲明表示，以杜拜房地產市場的復甦速度、和2012年底以來宣佈的大型地產建案與觀光計畫來看，政府最好小心制定因應政策。IMF甫於最近派遣顧問團前往阿拉伯聯合大公國(UAE)進行勘查。受到金融海嘯影響，杜拜房地產價格在2009年、2010年暴跌了超過50%，並引發企業債務危機。

IMF建議當地政府調高房地產相關費用，以便遏阻投機活動。根據房地產顧問公司Cluttons的資料，杜拜5月份的別墅、中階公寓的價格較去年同期跳增逾25%。IMF前往UAE調查的小組組長Harald Finger更指出，以某家商業銀行的統計來看，杜拜6月份的房地產價格也較去年同期飆漲了35%。他說，杜拜房市應該還沒有出現泡沫，但最好能夠採取相關行動以防止類似狀況發生。

不過，杜拜的經濟復甦情況依舊強勁，IMF預估2013年、2014年當地經濟有望分別成長3.1%、3.6%，主要是拜油價高漲、阿拉伯之春帶動資金流入之賜。

全球2008-2009年發生的金融海嘯導致杜拜房地產暴跌了50%，數以萬計的外國勞工因無法付出當地的貸款而逃出國外。不過，自從2010年底阿拉伯國家爆發「阿拉伯之春(Arab Spring)」革命之後，埃及、突尼西亞、葉門、敘利亞等遭受波及的國家民眾紛紛將資金投入UAE，而該國的商業貿易中心杜拜正好恭逢其盛，不但景氣復甦，房地產市場也日益活絡。

匯豐中東暨北非地區首席經濟學家Simon Williams在接受CNBC專訪時表示，UAE想要創造經濟成長其實不是問題，難的是要如何讓擴張速度維持不墜、且讓經濟穩健成長。

嘉實XQ全球贏家系統報價顯示，阿拉伯聯合大公國(UAE)佔23.79%權重的WisdomTree中東股利指數基金(WisdomTree Middle East Dividend Fund，代碼為GULF.US)31日下跌0.11%，收17.96美元；年初迄今漲幅高達19.81%。此外，iShares MSCI邊境市場100大ETF ( iShares MSCI Frontier 100 ETF，代碼為FM.US)31日則小漲0.10%，收31.32美元；年初迄今漲幅達13.40%。邊境市場包括杜拜、阿布達比、越南、奈及利亞、科威特、卡達等成長動力強勁的新興國家。
