Sapphire wafer prices rising due to growing demand, say Taiwan makers

Global demand for sapphire wafers is growing due to use in smartphones in addition to LEDs, and therefore prices of sapphire wafers are rising, according to Taiwan-based sapphire wafer makers.

Apple has taken the initiative to use sapphire wafers to make the protective cover on the iPhone 5 rear camera, and LG Electronics and Samsung Electronics have followed suit for their high-end smartphones, the sources indicated. An estimated 1.5 million 2-inch sapphire wafer equivalents are used in iPhone 5 production each month, and additional monthly demand for sapphire wafers from LEDs is about 4.5 million 2-inch units, the sources said. In particular, LED lighting is expected to increase demand for PSS (patterned sapphire substrates), the sources noted.

【綜合報導】出生僅6周的波士頓鬥牛犬米克(Mick)，有先天性疾病，四肢向外張開，無法站立或坐起來，大部份同類個案的狗都會被人道安樂死，因為康復遙遙無期，幸好米克遇上好心人，願意不惜時間金錢，助牠康復站起來。

米克住在動物救援組織米亞基金會中心(Mia Foundation)，工作人員貼身照顧牠，每天為牠進行各項治療，像是游泳及定時把牠的身體墊高，讓米克的胸骨減少承受壓力，每天做4次物理治療，固定米克的四肢。

幸好中心人員沒有放棄米克，牠的康復速度驚人，逐漸能自行坐起來和爬行，治療進行兩周後，甚至可以跑步。

中心把米克的康復過程剪輯成短片，希望鼓勵狗主不要放棄或嫌棄患病狗狗，給牠們一個生存機會。

資誠會計師事務所指出，經濟合作暨發展組織（OECD）7月發表15項防堵跨國企業避稅方案計畫，預定2015年底完成改革。會計師提醒，計畫中包含台灣目前正修法審議的反避稅條款，及專案查核淘寶網等跨國電子商務議題，政府是否參考值得觀察。

資誠會計師事務所國際租稅主持合夥人謝淑美表示，由於各項計畫已設立明確的時間表，改革預期將會加速進行，台灣企業尤其涉及國際租稅的跨國集團應特別注意。

今（2013）年7月中旬，OECD發表關於稅基侵蝕與利潤移轉（Base Erosion and Profit Shifting, BEPS）15項行動方案，由於BEPS計畫將對跨國企業的稅負產生重大影響，各國目前都在密切注意具體方案與配套時程。

OECD提出的BEPS行動計畫，將分短、中、長程目標，從2014年9月開始，預計到2015年底完成方案改革，焦點將著重在跨國企業利潤配置的合理性；反避稅措施如受控外國公司制度（CFC）；及數位、電子商務交易與常設機構，並強化各國稅務資訊交換機制等議題。

資誠會計師事務所副總蘇宥人也指出，BEPS另外也關注如公平租稅政策（Fair Tax Policy），例如公司是否濫用跨國租稅協定優惠、刻意支付過高權利避稅等。而G20工業國家也在近日的財經首長會表示對OECD提出BEPS計畫的支持。

謝淑美指出，雖然台灣目前不是OECD會員國，但長期以來OECD的租稅規則發布，對台灣稅制一直有相當重要的影響與參考價值。

謝淑美表示，特別是現在財政部正專案清查大陸淘寶網進口貨品逃漏稅，同時受控外國公司法等反避稅條款，正在立法院審議，這時候發布的BEPS計畫，將與我國現行稅制建立與稽徵實務產生相當關聯，未來政府單位如何參考OECD後續建議，值得持續觀察。

中華小將們在IBAF少棒賽闖進冠軍賽，也連帶為自己賺了幾個手套，兄弟象周思齊允諾幾位小國手，打進冠軍賽就會送他們手套，「小不點」楊鈞傑則將收到偶像王勝偉的簽名手套。

中華隊今年表現漸入佳境，尤其從預賽最後兩戰開始發揮團隊火力，再到複賽連克韓國和委內瑞拉，正好就在周思齊前往三德飯店探視小國手後，也被笑說他的到訪為小朋友帶來能量。

周思齊笑說：「對耶！可是我現在欠了好幾個手套。」怎麼回事呢？原來就在探視中華隊時，有5、6個比較主動的小朋友跟他說：「如果我們打進冠軍賽，可以送我手套嗎？」他也一口答應。

中華隊個子最小的楊鈞傑，最喜歡的球員是王勝偉，轉播單位也向王勝偉詢問可否給小球員一點鼓勵，他回答：「當然OK啊！」計畫送上自己的手套，也想簽上名字，但就怕小球員捨不得用。
