存款靜止戶 監委調查管理機制

（中央社記者葉素萍台北24日電）監委程仁宏今天說，銀行靜止戶數、金額都極龐大，事關民眾財產權益，金管會是否怠於處理靜止戶問題，他已自動調查。

監察院說，監委程仁宏、楊美鈴已申請自動調查，將了解主管機關對於銀行的監督管理機制有無缺失、是否涉及怠惰失職。

程仁宏說，中華民國銀行公會統計，全國所有銀行靜止戶約3000萬戶、存款達新台幣300億元，近百億元利息恐人間蒸發；金管會則統計，全台靜止戶存款金額約437億元，靜止戶數及金額都極龐大。事關民眾財產權益，他因此申請自動調查。

他說，各金融機構目前對於帳戶餘額多少、幾年未曾動用才列為靜止戶，認定門檻不一，而政府對於靜止戶的定義、條件也沒有法律規範；以致民眾對於自身帳戶被列為靜止戶，遭停止計息、暫停電子化交易等情形，往往不知情。

程仁宏說，金管會是否長期怠於正視、處理靜止戶問題，以致存款戶及金融機構現在必須付出更多時間、手續加以清理，徒增社會成本，都有必要詳加了解。1020724

【短片】北韓豪雨成災　逾6千棟屋受損

【綜合報導】北韓豪雨成災，超過2萬3千人無家可歸，其中平安南道安州市河川氾濫，市內8成地區淹水，截至20日前至少15人死亡或失蹤，超過6千棟房屋受損。

根據北韓中央通訊社報導指出，今年梅雨季帶來的雨量，是往年平均的2倍，預計受災情況恐還會持續擴大。

  • 避免機場新跑道噪音干擾　吳志揚履堪大園國中新校預定地

記者范文濱╱桃園報導

配合桃園航空城計畫啟動，桃園國際機場第三跑道興建後，避免跑道旁的大園國中同學上課受到噪音影響，縣立大園國中決定遷校，縣長吳志揚23日與大園地方仕伸鄉親一同履勘遷校預定地。吳志揚縣長期盼未來新的大園國中，在國際大園高中注入資源後，讓未來就讀大園國中的同學們，也能享有開闊的國際觀。

吳志揚縣長也再次向大園鄉親保證，大園國中都已經要遷校了，證明桃園航空城計畫確實已啟動了，而且正如火如荼的推動著。

在大園鄉長呂水田、大園鄉籍縣議員王淳長、徐其萬，以及近百位大園鄉親的陪同下，吳縣長於上午來到位於大園鄉南港貨運園區內的文中一履勘即將於明(103)年8月動工的大園國中遷校預定地。

吳縣長指出，外界一直有桃園航空城計畫是否「真」的會啟動的質疑聲浪。他表示，航空城計畫將於今年底前完成都市計畫，未來會陸續進行區段徵收手續。他同時強調，如今大園國中都已配合未來桃園機場第三跑道的興建而決定要遷校，而且要在今年12月前完成前置規畫，103年完成審議發包，103年8月動工施作，同時將於105年8月前完成全校的遷入作業，代表航空城計畫真的已經啟動了。

吳縣長同時表示，新的大園國中校址，位於桃園航空城範圍內的熱區，希望未來能在國際大園高中資源注入下，讓就讀大園國中的同學，同樣具有國際觀的能力。

大園國中校長沈杏熾指出，建校至今已61年的大園國中，目前有69班，學生2151人。因位於桃園機場西側，未來桃園機場第三跑道興建後，受噪音影響加劇，同時為了因應航空城計畫，乃決定遷校。

沈校長表示，大園國中遷校預定地佔地約4.36公頃，10年8月遷校後，將規劃70個班級，同時興建活動中心和中心廚房，積極打造一個多元、創新、卓越、現代化的優質校園。
