【王炯華／台北報導】行政院國軍退除役官兵輔導委員會主委董翔龍上午到立法院外交國防委員進行上任後首次業務報告。董翔龍指出，為落實政府「均衡城鄉醫療資源分配、結合健保制度變革、提升整體醫療營運效能」政策，依退輔會「醫療機構經營整合計畫」，推動三所榮民總醫院及12所榮民醫院之「水平」、「垂直」整合，預定11月1日完成玉里、鳳林及台東榮院整合為台北榮總分院。

董翔龍說，3所榮總發揮統合功能，提升12所區域分院經營效能，並適切支援醫師及護理人力，整合醫療設備等軟、硬體功能，共享醫療、教學及研究資源，以達分院就醫即可享有總院的水準。

另外，面對高齡化社會，董翔龍說，目前3所榮總整合相關科別資源與老人醫療服務團隊，開設高齡醫學整合門診，設置高齡醫學病房，強化醫療體系跨院病歷查詢及醫療影像儲傳系統效能，提供年長者「單一窗口、多項治療」的便捷服務。

10多年的老鄰居，竟然為了狗狗便溺，竟然大打出手，甚至還打死人！被鄰居打死的男子家屬，不滿鬧出人命報警提告，涉嫌毆打致死的鄰居被警方逮捕，被依傷害致死移送，法官裁定收押。

這起鄰居為了狗狗便溺而互毆的案件，發生在新竹縣竹東鎮。傅姓與胡姓兩戶是10多年的鄰居，但胡家養的家犬，上月26日疑似在傅家門口大小便，傅家要胡家清理，但對方卻不予理會。傅家的兒子得知後心生不滿，竟然持鋁棒先敲毀胡家門前的花盆，胡家也不甘示弱，拿出鏟子和對方理論，雙方一言不合彼此互毆。

胡家小兒子聽聞吵架聲後，隨即出門聲援，發現父親被對方毆打，衝上前想制止時，竟被傅家的兒子以球棒打到頭部，當場陷入昏迷送醫急救。根據《自由時報》報導，胡男在昏迷9天後仍宣告不治，家屬在6日氣得向警方報案，對傅男提出告訴，警方也將傅男逮捕到案。

傅男被逮時向警方表示，因為氣不過胡家總是不管狗狗隨處便溺，加上他見當時父親恐遭到胡男攻擊，為了要保護父親才動手，但就被制止後就沒追打胡男了。檢警漏夜偵訊，6日依傷害致死罪移送，法官裁定收押。
