許立民告別式 家屬願放下悲痛

（中央社記者呂欣憓沙巴斗湖21日專電）台灣民眾許立民和張安薇在馬來西亞沙巴遇襲，許立民身亡，家屬今天為許立民舉行告別式，哥哥許立人表示會放下悲痛。

許立民和同行女子張安薇15日在馬來西亞沙巴（Sabah）東岸仙本那（Semporna）外海邦邦島（Pom Pom）度假村遇襲，許立民身亡，張安薇遭歹徒擄走，下落不明。

許立民二哥許立人和兩個姪輩今天早上在沙巴斗湖的教會為許立民舉行告別式，駐馬代表處、沙巴州旅遊局以及許立民遇害的度假村都派出代表，到許立民靈前上香，並向許立人致意。

許立人表示，家屬19日抵達斗湖，短短3天時間內，就為許立民辦完法會，他非常感謝馬國政府、沙巴州政府和駐馬代表處的協助。

許立人說，家屬這幾天到了事發地點邦邦島，發現那是一個非常美麗、讓人忘憂的地方，卻不幸發生讓家屬很心痛的事情，但是這一刻，身為許立民的哥哥，他很誠摯表示，他要把悲痛放下。

許立民的靈位由兩個姪輩捧著，告別式結束後，家屬隨即前往火化場，將許立民的遺體火化。家屬預計23日傍晚搭乘馬來西亞航空的班機，帶著許立民的骨灰回到台灣。

張安薇的大哥張大公今天則未現身告別式會場，張大公昨天曾表示，因為母親身體狀況，他可能會提前離開沙巴返台。1021121

個人是覺得蠻合理的,除非修給稅法,讓工廠所在地的縣市也能分享到營業額 不然中油在高雄這麼大的產能,稅卻繳給台北............ 然而石化業對高雄也是很重要,是否有雙贏的可能? 高市每年要2億回饋 中油新三輕遇路障 【經濟日報╱記者邱展光／台北報導】 2013.11.20 03:33 am 高雄市環保局要求轄內石化廠在申請操作許可時，必須簽署四項每年共2億元的 回饋承諾。中油新三輕將第一個面對這項要求；此例一開，高雄林園、仁大石化區 廠商將永無寧日。 高雄市環保局依法，要求中油公司每年收購1.2萬輛高汙染二行程機車；員工須 向高雄市捷運局申請記名捷運卡，每個月搭乘20萬公里；高雄市鳳林路，以及沿 海路至鳳鼻頭道路每天清掃二次。中油估算，上述四項要求總經費每年約2億元。 中油主管表示，新三輕正進入第二階段（每階段三個月）試車，預計明年2月第 二期試車屆滿，進到量產階段。 正式量產前，還須向市政府申請操作許可；如沒拿到操作許可，只有停爐。 新三輕能否順利量產，完成供料給林園、仁大地區石化廠商的任務，完全掌握在 高雄市政府環保局手中。據了解，高雄市政府對於核發「操作許可的廠商承諾」態 度很堅持，中油則尋求其他管道解套中。 目前林園、仁大石化區，也有廠商向環保局申請操作許可。面對是否被環保局要 求比照回饋的問題，業者大多不願正面回應。其中一家石化廠僅表示，「時間拉得 很長，還沒有拿到許可」；另一家雖取得試爐執照，但操作許可還沒有取得。 新三輕無法如期開爐，更會波及到配合新三輕提出擴建計畫的下游石化廠。例如 ，林園石化區的信昌、長春化工，將斥資興建各年產30萬公噸的丙二酚（BPA）生 產廠；仁大石化區的國喬，也有意投資年產40萬至50萬公噸的苯乙烯單體（SM）廠 。 同樣位於仁大工業區的東聯、中纖正進行年產30萬公噸的生質乙二醇（EG），及 傳統式環氧乙烷（EO）、EG擴建計畫；台塑林園廠也有意配合三輕擴建打造一條聚 乙烯（PE）生產線，年產能20萬至30萬公噸。 中油新三輕位於高雄市林園石化區內，乙烯年產能60萬公噸、丙烯34.7萬公噸、 丁二烯9萬公噸。如依目前現貨價格計算，新三輕一天停爐損失約1.21億元，如拖 一個月，停爐損失達36.29億元。 中油主管私下表示，新三輕總投資額400億元，有247億元是向銀行借貸，接年利 率1.7%計算，光利息每個月須支付3,504萬元。如果拖上一年，利息損失即達1.75 億元。 此例一開…恐衝擊投資意願 【經濟日報╱記者林政鋒、林安妮／高雄、台北報導】 2013.11.20 03:33 am 中油一旦簽署四項共2億餘元回饋承諾，其他石化廠可能被迫比照辦理。此舉將 左右林園、仁大石化區30餘家廠商的投資態度，波及台灣石化產業發展。 據了解，高雄市政府環保局的四項要求，石化廠都在看中油是否會簽署。 除了中油林園廠的新三輕外，目前下游還有東聯的環氧乙烷（EO）新建案，中纖 生質EG、傳統製程EG廠投資案。這兩家石化廠投資案都在興建中，預計明年完工投 產；因此，他們對中油的態度尤其關注。據指出，中油在處理新三輕操作許可的問 題時，最後可能全權委託台灣區石化公會以第三者角色協調。 台灣區石化公會強調，新三輕雖位於林園石化區，但透過地下管線，原料除供應 林園石化區廠商外，還供給仁大石化區廠商。新三輕無法如期開爐，光是停工損失 每個月達36.29億元，影響所及，下游廠減產甚至造成停爐的損失將逾100億元。 據了解，新三輕原本是今年第1季完工投產，但直至8月才拿到試爐執照，延宕五 個月，停爐損失加上利息支出高達161.9億元。 全文網址: 高市每年要2億回饋 中油新三輕遇路障 | 財經焦點 | 財經產業 | 聯合新聞網 http://ppt.cc/fkvI 高市要求廠商簽回饋承諾 經部詫異 【經濟日報╱記者林政鋒、林安妮／高雄、台北報導】 2013.11.20 03:33 am 高雄市環保局要求轄內石化廠申請操作許可時，必須簽署回饋承諾，昨（19）日中央部會 包括環保署、經濟部官員聞言後都相當詫異，但初判此為地方政府權限，經濟部將請中油 研議應對方案。 高雄市政府環保局官員解釋，這是依據空汙法的「抵換精神」，要求中油三輕應針對汙染 源進行相對應的抵換，「這些做法都經過行政院環保署同意的」。不過，環保署官員說， 中央環保法規沒有一條是要廠商簽署回饋承諾的。 高雄市環保局官員指出，空氣汙染的防治有二種作法，一是實質減少排放，若無法減量， 則可透過「抵換」概念，減少同質性汙染源產生，「高雄的汙染太嚴重，空氣汙染防治是 需要成本的，中油那麼大的企業，適當參與環境整治，是企業社會責任的一部分」，大家 共同把汙染問題降低。 對此，經濟部官員無奈表示，目前正請中油研議因應方案，盼此事能盡快落幕。 全文網址: 高市要求廠商簽回饋承諾 經部詫異 | 財經焦點 | 財經產業 | 聯合新聞網 http://udn.com/NEWS/FINANCE/FIN1/8307153.shtml#ixzz2l93nCOBp Power By udn.com -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.40.216.147

庫存壓力仍在，電視面板報價續跌1-2%

根據市場研究機構NPD DisplaySearch最新報價資訊，2013年11月份下半月電視面板報價持續下挫，包括32吋open cell半成品、39吋、40-42吋、46吋、50吋等主流規格電視面板報價跌幅約1%-2%不等。主要係因為整體電視面板市場依然呈現供給過剩，並且面板廠商降價清理庫存壓力仍在。

儘管有些面板廠近期交貨情況轉趨緊俏，因為需求增加，尤其是主力電視品牌客戶預計將於今年第四季提高出貨量、冀達成2013年整體出貨目標，同時，中國電視廠商也開始回補面板庫存、以迎接下一個促銷旺季（元旦新年和農曆春節假期）。但受到電視面板價格持續下跌影響，客戶備貨態度依然謹慎。

整體而言，電視面板市場目前依然呈現供給過剩情況，並且面板廠商仍有降價清理庫存的壓力。部分面板廠商甚至打算以較低的策略性價格（提供給特定客戶）、以確保下一季度訂單。

據調查，今年11月份下半月32吋電視面板半成品open cell報價81-83美元、下跌1美元，跌幅約1%。39吋電視面板報價來到176-182美元、下跌2-3美元、跌幅1%-2%。40-42吋電視面板報價209-233美元、下跌4美元、跌幅2%。46吋電視面板報價291-320美元，下跌4美元、跌幅近1%。50吋面板報價降到292-302美元、下跌3美元，跌幅約1%。

前幾天舉辦的高雄市公共腳踏車命名活動，入圍名單出來囉! http://hohowa.match-shop.com/front/bin/ptlist.phtml?Category=101164 1. 紀昕---「EZ BIKE」 2. 林雅雯---「I BIKE」 3. 黃昱智---「COME BIKE」 4. 黃怡甄---「Q BIKE」 5. 王梓安---「O BIKE」 6. 黃怡甄---「YES! BIKE」 7. 呂政璋---「E-BIKE」 8. 我的工作是屬於業務 就每天處理固定客戶的事情 所以不需要開發 也不用擔心業績 因為公司很怕業務流失 又要重新培養 雖然上班時間很自由 薪水以南部來講 算是還OK 但是因為主管的關係 每次電話一來 劈哩啪啦講一堆 心情就開始不爽 不爽原因是 每次都只考慮到他個人 完全不會替底下人著想 不爽原因是 有甚麼建議 他總是會反駁 認為他的是最好的 不爽原因是 很愛挾怨報復 所以表面上要跟他很好 總總不爽原因 讓我很想離職 但是....換工作 待遇不見得會比較好 但也有可以更好 已經忍了2年了 該走嗎 大家給我小弟一點意見 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.254.253.32

蕭萬長：華府支持台TPP時刻到

前副總統蕭萬長今天表示，台灣對美國而言是更加重要的經濟戰略夥伴，現在是華府展現支持台灣參與TPP的時刻。

蕭萬長今天下午在華府智庫布魯金斯研究所上發表演說，他一開場就表明，帶領台灣企業領袖到美國，就是要吸引美國注意，讓美國重新重視與台灣經貿關係。

蕭萬長強調，台灣有足夠的政治意願與能力進行經濟自由化，並且達到「跨太平洋夥伴協議」（TPP）的高標準。

蕭萬長特別對目前立法院尚未通過兩岸服務貿易協議，造成外界對台灣缺乏對經濟自由化共識的誤解提出解釋，他強調，這個問題是複雜的自由貿易、認同政治與兩岸政治信任的政治現實問題，希望外界不要被台灣表面立法院僵局所蒙蔽。

事實上，台灣10多年前成功完成了世界貿易組織（WTO）談判，並且順利取得立法院同意，而且台紐經濟合作協定（ANZTEC），只花了3個月就取得立法院支持，蕭萬長說，最近剛簽署完成的台星經濟夥伴協定（ASTEP），相信很快也會取得立法院批准。

蕭萬長坦言，台灣正面臨嚴峻的經濟與戰略挑戰，美國前國務卿希拉蕊‧柯林頓提出美國重返亞洲政策時，曾指數十年來台灣是美國最忠實與民主的盟邦，也是美國在亞太地區最重要的經濟與安全夥伴，如果華府真心認為如此，蕭萬長強調，美國就應該把台灣納入TPP。

蕭萬長強調，台灣現在對美國而言是更加重要的經濟與戰略夥伴，美國支持台灣參與TPP是活化提昇台美夥伴關係第一步，「現在是華盛頓展現支持台北時刻」。
