一名41年前遭北韓綁架的南韓漁民，本(8)月初越過中朝邊界的鴨綠江，順利逃離北韓。
根據《朝鮮日報》網站報導，南韓漁船「五大洋61號」與「五大洋62號」漁船的25名船員遭北韓綁架，全旭彪是他們當中唯一逃離北韓(脫北)的人。
韓國政府的戰後被北綁架者名單中，原本沒有全旭彪的名字。不過，2005年被北韓綁架者家屬會代表崔盛庸向外界公開的一張集體照片中，出現全旭彪的身影。該照片是36名被北韓綁架漁民1974年在北韓妙香山接受思想教育時留下的合影。這張照片曝光後，2010年3月才證實全旭彪被北韓綁架。
本月11日，全旭彪在寫給韓國總統朴槿惠的求助信中寫道：「我已經68歲了，很想在自己的故鄉度過餘生，所以逃了出來。懇請樸槿惠總統給予幫助。」一位韓國外交消息人士透露表示，全旭彪目前滯留在安全的地方，不久將會返回韓國。
全旭彪是繼2009年71歲的尹宗洙「天王號」船員後，4年來第一次逃離北韓的遭綁南韓漁民。
