〔記者康仁俊／台北報導〕針對電價即將調漲，立法院長王金平今（2）日表示，有需要對因颱風及豪雨成災地區的民眾實施水、電、瓦斯費緩漲，立法院長王金平今天表示「有需要」，他強調，過去治水預算都是片段、支離破碎的運用，但是治水需要整體規劃，不能分段整治，需要檢討。
針對全台部分地區應豪大雨成災，有立委提出應比照88水災，災區的水、電、瓦斯費在 3個月內緩漲。
王金平今日表示，治水必須有充分資訊，包括科學數據、各地方承受能力等因素，以先進設備做了解，他強調，政府就是要照顧民生，因此災區水、電、瓦斯費「有需要」緩漲。
王金平說，過去預算都分成片段、支離破碎的運用，沒辦法整體防治，這是過去不太妥當的地方。
他說，治水應該整體規劃，以河川流域為主體整治，不能分段，他舉例，濁水溪流域、大甲溪流域、高屏溪流域，要流域型處理，不能說濁水溪最上端可能是南投縣，下端可能是彰化縣及雲林縣，「這樣分段怎麼處理？」
至於是否要以加稅的方式籌措治水經費？王金平則認為，如果實際有需要並考量公平性後，民眾可以考慮接受。
對於近期台灣地區每逢大雨必成災，王金平說，水災頻傳是大環境改變的結果，至於是否要追加治水預算，應該交給專家討論。
