為何通訊行辦NP可搭的手機款式和中華電信自己辦NP的款式不同

我在網路上看到一家通信行(新安通信)可辦理NP至中華電信的591學生專案，但可以搭配的手機款式竟然和中華電信自己列出的NP至591學生專案可搭配的手機款式不同。

例如去該通信行辦NP至中華電信的591學生專案時可搭配Sony Xperia ZR手機，但去中華直營門市卻不能搭配此款手機。

另外像是hTc One Mini同樣的NP方案，通信行號稱只要6990，但中華直營門市自己公佈的卻要1萬元以上。

我想問為什麼通信行可以拿到中華電信相同NP方案裡不能搭配的手機？以及為何相同NP方案可搭的手機，價格卻可以便宜這麼多？

對通信行提出的方案很心動，但沒在通信行辦過，有點怕怕的，很怕辦了以後會多出什麼奇怪的費用。
