記者邱明玉／台北報導 九月政爭引爆特偵組涉嫌濫權監聽，民間司法改革基金會今（28）日舉行記者會表示，檢警調監聽浮濫，台灣被監聽的人口比例，是美國的51倍，日本的1930倍，主因是在調查局、刑事局有兩個通訊監察中心，是違法的黑機關，難以監督，要杜絕非法監聽，應先將這兩個黑機關廢除。 執行長林峯正指出，相關數據顯示，從2008到2012年5年間，台灣檢察官平均每年聲請件數高達15,312件，將近是美國的5.6倍，日本的520.8倍。至於法官准許監聽比例，台灣雖然低於美日，但是因為檢察官的聲請量浮濫龐大，導致台灣整體法官核准監聽的件數，將近美國的3.7倍，日本的353.8倍。如果考量監聽案數與人口數比例，數據更驚人，台灣的監聽案件數與2,300萬人口數的比例是0.044%，是美國的50.8倍，更是日本的1929.8倍，突顯我國檢警浮濫、且毫無節制的監聽問題。 林峯正表示，我國人民被監聽比例之高，當檢警調取得監聽票後，只要輸入特定的電話號碼，電腦系統就會開始自動擷取該門號所有的通訊內容！不僅是電話的通話聲音，只要是透過該門號所發送的email、簡訊、臉書訊息、WhatsApp、以及目前最夯的Line傳訊等等，任何的內容，包括聲音、影像、圖片、檔案、機密文件、私密訊息，包山包海全都錄，先錄了再說，之後才任由檢警調隨意挑選想要的內容。 林峯正說，反觀美國與日本都要有人在旁監督監聽者，且必須與犯罪有關的內容才能持續監聽。他表示，這兩座通訊監察中心原本都是偷偷摸摸設置，之後才取得法源依據，但這種違法漂白的怪物，若不拆除，全民都會活在被監聽的恐懼中，將推動修《通訊保障及監察法》，要求政府拆除這兩個可怕的監控機器。
