微軟開發平板系統Windows RT 時，採用了與蘋果不同的思路。Windows RT 使用與行動系統完全不同的 NT 核心，而當時的 WP7 系統則沿用過去的 CE 核心。一年後，微軟改變主意，2012 年6 月發布的 WP8 採用 NT 核心，老舊的W P7 遭到拋棄。
這個決定惹惱了眾人，憤怒的 WP7 用戶將微軟噴成了篩子，但依舊改變不了事實。微軟在明知會觸犯眾怒的情況下，依舊堅持推行新系統，只是因為更強大的 Windows.NT 能夠實現更多內容——與 Windows RT 的合併就是其中一項。
今年9月底舉行的微軟財務分析會議（FAM）吸引到了Julie Larson-Green、Terry Myerson等眾多高層參加。在一個關於 Windows RT 未來的問題中，主管 Windows 和 Windows Phone 的 Terry Myerson 回答得饒有意味：
Windows RT 是微軟首款 ARM 平板。隨著手機逐漸向平板滲透，期待未來能看到更多 ARM 平板和 Windows ARM 平板。
我們真該為所有設備開發統一的介面和 API，應用應該向所有使用者開放。
再明顯不過了。媒體們認為 Terry Myerso n在暗示未來微軟將合併 Windows Phone 和 Windows RT，ZDNet 專欄作者Mary Jo Foley寫道：
Windows Phone 基於 ARM 架構，Wwindows RT 也基於 ARM 架構。兩套系統都採用 NT 核心。而微軟正在努力讓兩套系統擁有相同的編程介面、框架結構和開發工具。儘管 Windows Phone 和 Windows RT 的應用商店還沒實現完全統一，但沒理由認為它們未來不會合併。
