【動畫】【廣大興案】菲土匪行徑殺我漁民

【綜合報導】發生至今將近3個月的「廣大興28號事件」，全案終於偵結。屏東地檢署今天下午將召開記者會說明。

2013年5月9日，我國籍「廣大興28號」漁船船員洪石成，在接近北緯20度、東經123度，鵝鑾鼻東南東170浬捕撈黑鮪魚，突遭菲律賓船艦以機槍掃射，洪石成背部中彈當場死亡。 菲國官方宣稱，「廣大興」涉嫌在菲國領海「巴林塘海峽」捕魚，在靠近盤查時遭衝撞，對空鳴槍示警無效後才被迫射擊船身。並且強調「不知有人中槍」。隔天5月10日，菲國駐台代表白熙禮，對於遭射殺的「廣大興」船員洪石成家屬表達致歉及哀悼。但同日菲國總統府卻表示是我國漁船挑釁，「待調查結果出來再決定是否道歉」。5月15日，馬尼拉經濟文化辦事處理事主席培瑞茲抵台，菲國總統府卻表示「培瑞茲為總統艾奎諾三世個人代表」，我國外交部痛批「授權不足」拒絕接見。

對於菲律賓的無賴行徑，我國在5月15日陸續祭出召回大使、限制菲勞來台等11項的制裁制裁。但菲國國家調查局完成洪案調查報告後，卻卡在菲總統艾奎諾三世手上不公佈，導致台菲關係降到冰點。

直至今日「廣大興號事件」，菲國調查局長終於公布調查報告，菲方也將派特使裴瑞茲，於8月8日父親節下午三點，在琉球鄉公所向洪家道歉。

《美債》費雪警告QE減碼時機逼近，殖利率勁揚

受服務業景氣回暖速度優於預期、進而增加聯準會(FED)在今(2013)年底前減碼機率量化寬鬆貨幣政策(QE)機率的影響，美國10年期公債殖利率5日反彈。

彭博社報導，根據Bloomberg Bond Trader報價，紐約債市8月5日尾盤時，10年期公債殖利率上漲4個基點至2.63%。公債殖利率與價格呈現反向走勢。

美國供應管理協會(ISM)5日公佈，7月份非製造業採購經理人指數(PMI)回升3.8點至56點，不僅遠優於市場預估的53.1，且是近5個月以來最佳表現，暗示下半年美國經濟成長腳步有望進一步加快。

過去經常發言抨擊QE的達拉斯聯邦儲備銀行總裁費雪(Richard Fisher)5日表示，減碼的時機已逐漸逼近，投資人不應太過依賴這項貨幣刺激政策。他說，投資人可能已太過習慣「聯準會賣權(FED put)」的作法，認為只要市場下滑、央行就會放寬信用；部分人士甚至認為FED會讓金融市場永遠獲得支撐。他警告，這會扭曲金融資產的價格，進而導致嚴重的資本錯置(misallocation of capital)。

今(2013)年在聯邦公開市場操作委員會(FOMC)並無投票權的Fisher 5日同時表示，在7月份的失業率已下滑至7.4%的情況下，QE減碼機制已即將啟動。

除了美國經濟數據改善之外，債券供給增加也讓債市價格面臨壓力。美國財政部預定要在本週標售720億美元的公債，而交易銀行可能會推高利率來吸引顧客買進。財政部預定要在8月6日標售320億美元3年期公債、7日標售240億美元10年期公債，並在8日標售160億美元30年期公債。

投資人將會密切關注公債的標售需求，尤其是10年期、30年期公債的標售案。倘若需求疲軟，這將代表投資人擔憂殖利率可能上揚、進而蒙受損失，尤其是對長天期公債而言。華爾街日報報導，CIBC World Markets Corp.公債交易部主管Tom Tucci指出，隨著QE的減碼時間點愈來愈明朗化，資金也將持續投入2-5年期公債。

縮減購債擔憂重燃。傳言聯準會(Fed)可能很快開始減緩引發爭議的購買資產的速度，美國股市周三連續第三天下跌。道瓊指數盤中下跌近100點。

道瓊工業平均指數下跌71.72點或0.46%至15447.02。

Nasdaq指數下跌24.20點或0.67%至3641.57。

S&P 500下跌9.02點或0.53%至1688.43。

芝加哥Fed銀行總裁Evans與亞特蘭大Fed銀行總裁Lockhart周二有關Fed可能於下個月即縮減購債的談話，似乎持續讓投資人感到擔憂。

分析師說，Fed削減大規模量化寬鬆計劃的展望，讓投資人感到不安，該計劃近來推升美國股市創新記錄高點。

由於Evans是著名的鴿派委員，且今年為央行政策委員會委員，該談話因而格外讓投資人緊張。

儘管今日走低，今年以來，美國股市仍大漲了18%至21%。

周三，全球股市均遭遇賣壓。日經指數大跌4%。中國主要指數亦下跌。

歐洲股市於下午交易中，大多走低。英國央行說，未來將不會升息，直到英國失業率下降至7%--未來三年不太可能出現。但投資人並未在意英國央行消息。

企業季報周三持續公布。時代華納(Time Warner)(TWX-US)調高本季獲利展望，並公布第二季營業獲利上升25%。

AOL (AOL-US)公布第二季獲利與營收高於預期，並宣布計劃以4.05億美元併購Adap.tv。該併購案引發了交易員的爭議。

Zillow (Z-US)股價下挫，該不動產網站第二季轉盈為虧。但2013年，Zillow股價漲勢良好，今年以來，大漲了200%，自7月初以來，大漲了50%。

First Solar (FSLR-US)股價下跌，該太陽能板製造廠周二公布獲利與營收均低於預期，並調降了本季獲利展望。

Solar City將於今日收盤後，公布季報。

每一次經濟下滑，都是『國進民退』的好時節，但這一次，民營資本有望逆襲，成為『穩增長』的主角。大陸國家發改委發文《鼓勵引導民間投資發展啟動經濟發展內生動力》指出，2013年上半年，民間投資在一些重點行業領域的增速明顯加快，下一步將繼續深化改革，減少不必要的行政干預。

根據北京晨報報導，國家發改委表示，近年來，大陸民間投資發展呈現出總量比重穩步提高、投資結構逐步優化的特點。今年上半年，民間投資完成115584億元，同比增長23.4%，占全社會固定資產投資的比重提高到63.7%，2012年這一比重為61.4%。在結構上，非金屬礦採選業、通用設備製造業、專用設備製造業等行業的民間投資占比分別達到94.5%、89.6%和87.1%。

『繼續堅持兩個毫不動搖。』大陸國家發改委稱，下一步，一是做好促進民間投資發展工作與轉變政府職能、推進行政審批制度改革結合起來，減少不必要的行政干預，真正確立民營企業的投資主體地位；二是要進一步落實促進民間投資政策措施，引導民間投資進入基礎設施、基礎礦業和公共事業等領域，積極鼓勵民間資本參與金融機構重組改造等。

【台股盤前】　提防營收及季報不如預期個股

【高佳菁／台北報導】台股昨雖然量能又縮水至700 餘億元，不過在跌深族群的反彈帶動之下，盤勢仍然維持緩步上漲格局，又站回了8100點關卡及季線，整體來看仍是季線上下的震盪整理走勢，預估今天指數將在8080~8180點區間震盪，需特別留意近期陸續公布的7月營收以及半年報中，一些展望不如市場預期的個股。
 
大昌投顧指出，昨日雖然電子類股整體漲幅大於傳產及金融類股，不過成交比重仍不及6成，且除了跌深個股如宏達電（2498）、F-TPK（3673）外，其餘多數權值股較無表現，後續仍須這些電子類股的權值股及高價股能否有效轉強，另外資於現貨的布局方向是否轉空，也將是影響盤勢的主要因素。
