陸委會今日公布第211次諮詢委員會議內容，不少學者指出，大陸台商在大陸正面臨嚴苛的整體經營環境變遷，政府除了加快ECFA後續協商，落實台商投資保障，也要積極協助台商升級轉型、開拓內需市場與解決貸款等問題。

諮詢委員指出，台商近來面臨諸多嚴苛考驗，包括人事成本高漲、缺工問題嚴重、電力水利缺乏、要素成本高漲、環保標準提高、資金取得困難、幣值波動嚴重、房價物價波動、優惠政策變更、稅務關稅降低、智財保護不力、大陸企業崛起與陸企不公平競爭等。

多位出席委員指出，不少大陸當地工廠零組件品質，其實已追上台灣標準，不少當地業者對台商經營產生巨大威脅，政府必需提供資源協助台商升級轉型。包含提供法律及企業經營管理諮詢、建立類似信保基金機制以協助解決貸款困難、同時協助台商建立推廣品牌、協助拓展大陸內需市場與新興市場等。

另外，也有委員指出，政府應整合現有台商輔導資源，列出政策優先順序，並持續透過兩岸已簽署之協議，強化爭端解決機制。另外針對鼓勵台商返台投資的各項舉措，也應適時調整鬆綁，並簡化大陸人士來台申請流程。

針對上述問題，陸委會方面指出，有關台商融資問題，目前已有部分中小企業信保基金提供運用；升級轉型及拓展內需市場部分，都由相關機關不定期派團關懷各地台商，此外也在大陸當地辦理座談及課程協助輔導。

台商返台部分，將持續落實回台投資方案，並鬆綁相關法規，期能鼓勵更多台商返臺投資。投保協議落實部分，相關機關也將努力提高執行成效。有關大陸專業人士與商務人士來台相關規範部分，陸委會將積極與移民署協調，以便利人員交流，減少在台申請單位困擾。

他們2人無論在家中做家務，或出外購物、吃飯、刷牙、上廁所都得和對方一起行動，甚至睡覺都不脫下手銬。

他們表示首次如此長時間與對方一起，尤其睡覺時的輕微動作，都會弄醒對方，感覺難以想像的不適，雖然成功捱過48小時，但時間一到，兩人隨即分開享受個人時光，馬克和太太都認為這麼「如膠似漆」的生活，實驗過一次就好了。

胡姓男子撬開汽車車門行竊時，被警方查獲逮捕，在法院審理時，卻辯稱他見到鬼才躲進轎車，台中地院依竊盜罪判處徒刑10月。

台中地院判決書指出，45歲的胡姓男子，在民國102年3月間發現一部機車鑰匙未拔走，趁機騎走，因缺錢花用而撬壞兩輛小客車的車門，想要竊取車內財物，行竊時，被警方查獲逮捕送辦。

胡男在法院審理時，翻供指稱，他並沒有撬壞車門行竊，因當時他見到鬼，有人叫他躲進轎車內，他在車旁徘徊就被警察查獲了。

胡男提出，他有幻聽及幻覺等精神症狀。台中地院經醫院鑑定認為，胡男有幻覺等情緒障礙，但未明顯影響行為，且辨識違法及行為的能力也未明顯降低，依竊盜罪判處徒刑10月，得易科罰金。全案仍可上訴。
