前國安會祕書長蘇起25日在民進黨華山會議指出，2000年4月在民進黨上台前，他提出「九二共識」，希望以模糊性掩蓋台獨，讓民共兩黨繼續溝通和解，原以為民進黨會接受，北京會反對，沒想到結果相反。
蘇起也建議民進黨，尋求全黨「不獨」的共識，讓理性超越感性，可再為台灣帶來長時期的安全繁榮。
民進黨第二場華山會議在25日下午舉行，討論主題為「如何處理九二共識」，由前國安會祕書長邱義仁主持，並邀請蘇起、前陸委會主委陳明通等人進行引言。
民進黨中國事務委員會發言人鄭文燦轉述說，蘇起在會中指出，九二共識是反對台獨，基本上是政治問題，九二共識只是一個名詞、符號，「政治互信比較重要」，因此開啟國民黨自2008年執政時代的談判與和解基礎。
鄭文燦強調，蘇起自己也說，如果有一天九二共識不見了，也不會掉眼淚。
另外，蘇起在會中提及，前總統陳水扁在任時曾坦言，「我不能騙自己，也不能騙別人，做不到就是做不到。在我總統任內要把國號改成台灣共和國，我做不到」。他建議，民進黨讓理性超越感性，說不定可再為台灣帶來長時期的安全繁榮。 (接下一頁)
