立法院長王金平涉及關說案被外界解讀為「9月政爭」，總統馬英九更發出「沉痛聲明」，因於王金平力挺生技新藥產業發展條例草案，希望可以在本會期順利完成修法，被視為王金平概念股的生技股9日成為台股重災區，尤其是製藥、新藥族群的跌勢更重，早盤多達8檔生技股曾亮出跌停綠燈，盤中生達、智擎、糖聯更是跌停深鎖。
王金平日前出席「2013年生醫產業總評記者會」，力挺生技新藥產業發展條例草案，尤其是放寬「第二類醫材」納入生技新藥產業發展條例適用對象，希望可在本會期通過，他同時提出打造台灣生技業的願景；不料卻在王金平出國期間爆出關說案疑雲，總統馬英九重話批評，馬王政爭拖累生技股成為箭靶，9日跌勢沈重，成為盤中弱勢族群。
王金平立法院院長之位搖搖欲墜，引爆市場對二類醫材納生技條例的疑慮，生醫股9日賣壓沉重，上市櫃生技股包括生達、智擎、醣聯、友華、台微體、F-合富、雃博、美時、基亞、邦特等股早盤一度跌停。
生技股跌勢重，帶動這一波生技股漲勢的智擎、醣聯賣壓湧現，股價重挫至跌停，上櫃生技股盤中跌幅逾3.3%，上市生技指數盤中也下跌2.7%；新藥、製藥族群的災情最重，生達、智擎、醣聯、友華、美時、合一、基亞等都曾打到跌停，醫材部分，邦特盤中也亮燈跌停。
生技股在前一波漲勢中主要受到政策利多等的推動，加上王金平與行政院長江宜樺力挺，漲幅一度領先大盤，但是受到馬王政爭的衝擊，9日出現下挫，法人認為，生技股出現下跌屬政治因素的衝擊，非受經濟因素影響，且生技向來也是政策重點產業，「關說案」疑雲的影響應屬短暫，不會真正影響產業與政策發展。
