4G寬頻釋照競價作業2日進行到第21天210回合，由於總標金已飆破底價359億元的2倍，達737.4億元。外界擔憂標金過高轉嫁到未來的電信資費，肥了國庫，倒楣的卻是消費者。國家通訊傳播委員會（NCC）發言人虞孝成表示，將持續留意4G競標發展，雖然到目前沒有做出調整價格增幅的行動，但會持續研議。
虞孝成說明，競標金額是否會影響到未來資費，不能單純就覺得說必然會有影響，因為我國行動通訊家數多，是競爭激烈的健全市場，透過市場充分競爭，會有合理資費。
他進一步說，雖然競標金額是業者成本的一部分，但影響資費因素有很多，包括業者經營是否有效率、提供的服務是否能吸引消費者、是否能達到規模經濟等；所以不能依此說，我國的消費者會付出較高的資費。
記者追問，假如NCC啓動競標防過熱機制，會不會招來圖利財團的批評？虞孝成說，降低新一回合的增幅比例，適用每一家競價者，是一致的，不會有這樣的問題。
此次釋照作業共計釋出700、900及1800MHz等3個頻段之270MHz頻寬，每家業者可以取得上下行頻寬各10MHz（下限）
、35MHz（上限）。
依此推估，至少4家業者可取得4G執照。外界原推估整個競價過程將超過1個半月以上，但由於業者出手狠快，很有可能不用耗費那麼多時間。 (接下一頁)
