明（103）年度中央政府總預算編列了釋股預算，但傳出為避免影響公股經營權，擬洽郵儲、勞退、勞保等3大基金承接套現，引發外界質疑，民進黨立委吳秉叡就很憂心，萬一賠錢，要由誰負責？
立法院財政委員會7日邀請行政院主計總處主計長石素梅、審計部審計長林慶隆進行業務報告並備詢，多位朝野立委關心經濟成長率、稅收以及預算等問題。
由於明年度中央政府總預算編列了中華電信、兆豐金、合庫金、中鋼以及台肥等的釋股預算，也傳出已洽3大基金承接，民進黨立委吳秉叡質疑，賣股的是政府，買的也是政府控制的基金，是否符合市場機制？又要如何訂定價格？
吳秉叡並憂心，勞退及勞保基金用的都是勞工退休金，如果買了公股，萬一賠錢，要由誰負責？且這些基金只是政府代管，並不是政府的錢，審計部是不是應該負起監督提醒的責任嗎？
審計長林慶隆表示，由於這是明年度的預算，目前還沒有開始執行，未來立法院審議時，行政部門應該會重視這些意見。他也指出，公股若負有政策任務，政府應該繼續持有股份，若是無政策需要，則應在公開市場出售。
