美國首都華盛頓今天發生駭人聽聞的槍擊案，市長葛瑞表示，槍案至少有12人死亡，2名槍手仍在逃。

位於美國首都東南部的華盛頓海軍工廠（Washington Navy Yard），編號197號的海軍海上系統司令部大樓，16日上午8時20分發生槍擊案。3名槍手進入大樓1樓對現場人員射擊，1名槍手被在場警力擊斃，另有2人在逃，動向不明。

華府警方指出，在逃槍手為1名白人與1名非裔男性，2人均身著軍裝，40至50歲，身分不明。葛瑞（Vincent Gray）在第2次記者會中表示，已有12人死亡，多人受傷。

槍擊案發生後，海軍大樓緊急疏散內部工作人員，無法撤離現場者，須緊閉門窗，避免陌生人進入。傷者陸續送往喬治華盛頓大學醫院與華盛頓醫學中心治療，部分傷者傷勢嚴重。

警方迅速封閉華府東南地區進出要道與連外橋樑，大樓內部分人員和傷者由直升機陸續撤離，首都雷根機場一度禁止班機起飛。

根據多名在場人士離開大樓後指出，聽到多次槍響，現場一片混亂，在場民眾就地伏地掩蔽，不過槍手仍不斷射擊。2名槍手約在8時35分離開大樓後，大樓緊急疏散各樓層工作人員。

根據目擊者的說法，大樓內仍有許多未撤離的工作人員和洽公民眾，部分傷者及死者仍留在大樓內，大樓附近區域由8時多開始封鎖，聯邦調查局接手案件調查，華府警方在附近地區展開大規模搜索。

許多焦急的家屬在槍案附近的職棒大聯盟國民隊球場聚集，與大樓撤離人員相聚。許多人對能夠活著離開大樓感到十分幸運。

當局暫認出 華府槍擊凶嫌身份

美國聯邦執法當局3名消息人士暫時識別出，華府海軍工廠今天槍擊案的凶嫌之一名叫亞歷克西（Aaron Alexis），曾住在德州。

這些消息人士聽取了凶案調查簡報，本案至少有12人喪生，包括1名凶嫌。

官員目前表示，據悉本案與恐怖主義無關。上述凶嫌姓名尚未正式公布。

【丁牧群、劉志原╱台北報導】王金平針對國民黨抗告案，要求高院公開抽籤，國民黨委任律師李永裕認為，這有拖延訴訟之嫌且是侮辱高院，因為且沒必要質疑法院公正性，王金平的律師許英傑則否認是拖延戰術，也沒有質疑法院，只是希望能比照其他重大案件公開進行。

國民黨委任律師陳明說，國民黨在假處分案中輸了，也沒有質疑過法院不公正，一切依程序抗告，他認為王金平的要求一點義意都沒有，李永裕更是認為，高院從來沒有對民事假處分抗告案公開抽籤，如果要這麼做，高院可能要再另訂辦法，會導致訴訟延宕。

之前介紹過「 RIOT 批次圖檔壓縮減肥軟體，最佳化部落格圖片載入速度 」之後我就一直使用 RIOT 這款免費軟體來進行部落格圖片的縮圖。 RIOT 可以批次進行大量圖片的尺寸調整，而且強調在盡量保持畫質的情況下幫圖片減肥，還完全免費，對於要整理部落格圖檔的我來說十分方便。

使用了 RIOT 三年多時間，一直都很滿意，最近這款免費軟體還進行了一次比較大的升級，在 RIOT 0.5.1 版本中加入了「自動減肥」模式，讓縮減圖片體積又保持畫質的工作變得更加簡單。

所謂的「自動減肥」模式，就是讓我們不再需要手動調整設定，只要在 RIOT 中開啟一張大照片， RIOT 會自動分析相片的各種情況，然後給予一個最佳的壓縮方式，讓照片可以看起來和原圖很接近，但是又大幅度的減少體積。

要特別注意的是，安裝 RIOT 的過程中會附帶一個廣告合作軟體，如果你不需要，記得在底下的畫面中，取消勾選「 I accept ……」，然後才繼續安裝。

進入 RIOT 後，只要利用左上方的〔 Open 〕打開電腦硬碟中的圖片檔案，就能幫你的照片減肥，而且會有左右兩個視窗，左方視窗會顯示原圖與原圖大小，右方視窗則顯示壓縮後的預覽圖與新的體積。

新版 RIOT 0.5.1 在右上方加入了三種模式：

• Full Auto Mode：如果你搞不懂後面的手動設定，那麼可以選擇全自動壓縮，讓 RIOT 自懂幫圖片減肥，用戶則不用管怎麼做到的。
• Auto, user format：如果你希望 RIOT 幫你自動減肥，但是又希望自己決定轉檔出來的圖片是 JPG、 PNG 或 GIF 格式，就要選這個設定。
• Manual mode：想要全部手動決定怎麼壓縮圖檔，就選這個項目。

喜歡手動設定的用戶，可以在載入原圖後，到下方的各種設定進行微調，不管 JPG、 PNG、 GIF 都有各自的微調選項。

你看不懂設定也沒關係，因為上方的預覽圖可以所見即所得，又能看到新圖的圖檔體積大小，所以只要「直接試試看」，就能知道圖檔到底有沒有減肥？以及減肥後的效果是否能接受？

其實也很簡單，就是把各種數值往低處調整而已。

RIOT 除了幫圖片減肥之外，還有一些額外功能，例如可以去除照片裡的 EXIF 資訊，可以幫相片做簡單的修圖，或者將方向轉錯的照片調正。

RIOT 當然也可以幫你做照片的尺寸縮圖，在主畫面中點擊右方的縮圖按鈕，就能依據比例把圖片改成你希望的大小。

另外一個很實用的功能是批次縮圖，點擊〔 Batch 〕，就能開啟批次縮圖。

在批次縮圖視窗中，可以透過〔 Add images 〕加入大量圖片，或是直接從桌面把資料夾拖曳到視窗中，都能納入等待縮圖的清單。

接著下方可以選擇縮圖後要儲存新照片的位置。

然後 RIOT 會依據你在主畫面上選擇的縮圖數值設定，只要你按下〔 Start 〕，就能一次把大量圖檔減肥。

我也常常用這個功能來批次進行圖片大小縮圖，只要選擇左上方的「 Additional tasks 」－「 Rezie 」，輸入想要的圖片大小，就能依據比例一次把大量圖檔調整成想要的尺寸。

RIOT 是功能很完整的免費縮圖軟體，可以幫照片減肥，也可以批次改變相片大小，在整理圖檔上非常實用，推薦大家一定要試試看。

【黃仲瑜／新北報導】1輛停放在新莊建中街1處內巷的小客車，今天清晨4時許，突然竄出火煙，民眾見狀趕緊報警；警消趕抵立即灌救，迅速將火勢撲滅，所幸未造成人員傷亡。

【綜合報導】美國一名遊民詹姆士(Glen James)，上周六在當地賣場附近撿到一個背包，但背包內裝有2400美元現金(約新台幣7.1萬元)，以及39500元旅行支票(約新台幣117萬元)，總價值高達約124萬元新台幣，但詹姆士全把這個包包全數交給警方，一毛錢也沒拿。

警方表示，當時詹姆士遇到巡邏員警時，即將背包交給警方。警方也說，背包內還有幾本中國護照以及文件，目前已經與失主聯絡。而詹姆士也在昨日接受警方表揚。
