鐵路地下化工程作業期程比預定落後一年多，市府除希望未來除了趕進度之外，市長賴清德表示會做到無縫接軌的先遷後拆，減低住戶生活上的衝擊。

鐵路地下化工程原訂是今年2月就要進行都市計畫變更，但受到反鐵路東移自救會及聲援者抗議影響，至今都計作業停擺，連市都委會都還未召開大會討論。

都發局表示，新修訂作業流程是2014年7月公告鐵路地下化工程都市計畫變更案，2015年7月辦理協議價購，同年12月徵收計畫書送內政部審議。

為化解鐵路地下化工程爭議，一個多月來市長賴清德及市府團隊進行拆遷戶家戶拜訪；市長賴清德表示，為了照顧住宅案會與拆遷工程無縫接軌，讓拆遷戶遷入照顧住宅後再拆除原有房屋。

市府預計今年12月公開徵求照顧住宅建築團隊，並在2016年7月完工交屋，屆時地上物也才會拆除。
